During Open Enrollment, eligible part-time and temporary employees may enroll in, change, or drop a health plan, and add or remove eligible dependents (excluding a spouse, domestic partner, or civil union partner).

Important Dates

Open Enrollment Election Period: May 1-29, 2026

  • Enrollment Deadline: May 29, 2026
  • Premium & Plan Changes Effective: July 1, 2026
  • New Premium Deducted from Paycheck: July 20, 2026 through July 5, 2027
  • Plan Year Benefit Period: July 1, 2026 – June 30, 2027

How to Enroll

Part-time and temporary employees must enroll directly with the insurance carrier (HMSA or Kaiser). The carriers can assist with questions about enrollment, coverage, payment, and benefits.

    • HMSA 75/25 Plan:
      • Mail the along with the first month’s premium to:
        HMSA 8-AMS, P.O. Box 860, Honolulu, HI 96808
    • Kaiser Permanente Plan
      • Mail the to:
        Kaiser Permanente Membership Administration
        P.O. Box 23127
        San Diego, CA 92193-3127
      • AND mail a copy of completed enrollment application and first month’s payment to:
        Kaiser Foundation Health Plan, Inc.
        P.O. Box 7158
        Pasadena, CA 91109-7158

Required: Acknowledgement Deadline

By May 29, 2026, Part-time and Temporary employees should review the 2026 Open Enrollment Memo for Part-Time and Temporary Employees and acknowledge by:

  • Logging in to ACER and electronically acknowledge receipt.
