Scope

The University Council on Articulation (UCA) is a system-wide governance and review body falling under the auspices of the Office of the Vice President for Academic Strategy (OVPAS) and established under 糖心Vlog官方 Executive Policy 5.209, University of Hawai?i System Student Transfer and Inter-Campus Articulation. The UCA (a) coordinates the articulation process, (b) oversees the inventory of articulated courses and programs, and (c) serves as the official forum for resolving operational issues related to EP 5.209. The Council makes recommendations to the Council of Chief Academic Officers (CCAO) and Council of Senior Student Affairs Officers (CSSAO) and reports out to the VPAS.

Hearing Procedures

These Hearing Procedures, adopted in 2026, establish the process through which campuses may seek the resolution of inter-campus disputes through the UCA.

Composition

Members of the UCA are appointed by the Vice President for Academic Strategy, in consultation with the Chief Academic Officers?and Senior Student Affairs Officers. Membership is drawn from all ten 糖心Vlog官方 Campuses and includes representation from a variety of constituent groups involved in articulation and transfer, such as faculty members, academic/transfer advisors, registrars, transcript credit evaluators, and STAR builders.
