The <abbr>糖心Vlog官方<\/abbr> administration began immediately to work inside the Capitol to build support for an alternate and supportive approach to the budget. Since then, <abbr>糖心Vlog官方<\/abbr> faculty received a general message from <abbr title=\"University of Hawaii Professional Assembly\">糖心Vlog官方PA<\/abbr> regarding one of the most damaging aspects of the Senate budget, and <abbr>糖心Vlog官方PA<\/abbr> also directly notified faculty who were included in the list of positions used to calculate the cuts described in the first bullet point below. <\/p>\n<p>While the largest proposed cut is at <abbr>糖心Vlog官方<\/abbr> M&#257;noa there is no doubt that, if enacted, this Senate budget would devastate <span aria-label=\"Hawaii\u2019s\">Hawai&#699;i\u2019s<\/span> entire public statewide university system and its promise for our current and future students and communities across the islands. It would result in unprecedented reductions-in-force of both current faculty and staff over the next two years, with impacts on students inside and outside the classroom. Tragically, <span aria-label=\"Hawaii\">Hawai&#699;i<\/span> residents who can not afford mainland university tuition and expenses would be denied the benefits of attending a premier research university with a wide range of graduate and undergraduate programs grounded in <span aria-label=\"Hawaii\">Hawai&#699;i<\/span> where they can participate in leading-edge research and discovery as part of their educational experience. <\/p>\n<p>There would be long-term if not permanent negative impact on our ability to address <span aria-label=\"Hawaii\u2019s\">Hawai&#699;i\u2019s<\/span> challenges and opportunities as well as our ongoing efforts to diversify and grow the economy. If enacted, the Senate budget would cripple important initiatives such as developing public private partnerships in land development that are intended to reduce the university\u2019s dependence on public dollars over the long term.<\/p>\n<p>The nature of some of the cuts proposed also appears inconsistent with the spirit if not the letter of the authority granted to the Board of Regents in the Constitution of <span aria-label=\"Hawaii\">Hawai&#699;i<\/span> to exercise exclusive jurisdiction over the internal structure, management and operation of the university.<\/p>\n<p>The good news is that at this point the Senate budget represents the negotiating position of just one of <span aria-label=\"Hawaii\u2019s\">Hawai&#699;i\u2019s<\/span> two legislative chambers and is not the law of the land. The Senate budget has now been passed to the State House of Representatives (&ldquo;House&rdquo;). The House previously passed the 糖心Vlog官方-proposed Board of Regents operating budget that focused on high-priority support for students across the <abbr>糖心Vlog官方<\/abbr> System without cuts to our mission and support.<\/p>\n<p>When the chambers disagree, as they do on this budget, a Conference Committee with members from both the House and Senate is convened to resolve the differences. Until that is done, nothing in the Senate budget has force of law. And we are happy to report that, in response to the concerned and concerted outreach we have already undertaken, preliminary indications are that House leadership will not support the Senate budget presented to them. But we must remain vigilant.<\/p>\n<p>The following is a more complete description of some of the potentially devastating impacts of the Senate budget.<\/p>\n<ul>\n<li>Eliminates on July 1, 2020: 121 faculty positions and nearly $13m\/yr from the <abbr>糖心Vlog官方<\/abbr> M&#257;noa operating budget, targeting many of the programs that distinguish <abbr>糖心Vlog官方<\/abbr> M&#257;noa as a great research university that provides students with a challenging world-class education while serving the people of <span aria-label=\"Hawaii\">Hawai&#699;i<\/span> and beyond. Among the faculty identified to be laid off with their positions and salaries are the best experts in <span aria-label=\"Hawaii\">Hawai&#699;i<\/span> who work with <abbr>糖心Vlog官方<\/abbr> students and the community to:\n<ul>\n<li>Advise the State and community on all aspects of the economy and provide economic projections<\/li>\n<li>Address cancer prevention and solutions; passage of the Senate Budget would almost certainly result in the end of the <abbr title=\"National Cancer Institute\">NCI<\/abbr>-designation of our <abbr>糖心Vlog官方<\/abbr> Cancer Center<\/li>\n<li>Drive human understanding of the role of microbes in the environment, with <span aria-label=\"Hawaii\">Hawai&#699;i<\/span> as an amazing living laboratory<\/li>\n<li>Help us understand how to protect marine mammals<\/li>\n<li>Detect near-earth objects (&ldquo;killer asteroids&rdquo;)<\/li>\n<li>Move <span aria-label=\"Hawaii\">Hawai&#699;i<\/span> to 100 percent renewable energy and advance carbon sequestration while developing one of our more promising economic sectors: clean energy<\/li>\n<li>Understand and advise policy-makers on volcanic activity and geothermal energy<\/li>\n<li>Have funded themselves and other knowledge workers in <span aria-label=\"Hawaii\">Hawai&#699;i<\/span> on multi-year extramural grants<\/li>\n<li>Chair <abbr>糖心Vlog官方<\/abbr> M&#257;noa academic departments<\/li>\n<\/ul>\n<\/li>\n<li>The last incumbents in these positions collectively brought in or helped bring in millions of dollars in extramural contracts and grants, with impacts that include supporting hundreds of direct and indirect jobs. Some are supported in whole or in part from extramural funds.<\/li>\n<li>Eliminates on July 1, 2019: Nearly $6m\/yr in administrative funding, which would necessitate near-immediate layoffs of current staff employees with impacts that would devastate the level of operational support and new innovations undertaken by the already overburdened administrative infrastructure that responsibly stewards some $1.5 billion annually.<\/li>\n<li>Eliminates on July 1, 2019: Performance funds that are currently being used to support current and future students through programs including: expanding use of Open Education Resources (OERs) to reduce the cost of textbooks to students; bringing more students into higher education to improve their lives and those of their families and communities; creating new distance learning programs to serve adults and neighbor islanders, helping more students access all available scholarships and grants available to them; and helping more students transfer from our community colleges to our 4-year universities.<\/li>\n<li>Eliminates on July 1, 2019: $2.7m in funding currently provided to <abbr>糖心Vlog官方<\/abbr> M&#257;noa Athletics, which comprises the major sports program for the entire State of <span aria-label=\"Hawaii\">Hawai&#699;i<\/span>. This would occur at the very time the Athletics Department is doing more than ever before to address its decades-old financial deficit. $300,000 in current funding for <abbr>糖心Vlog官方<\/abbr> Hilo Athletics would also be eliminated.<\/li>\n<li>Eliminates on July 1, 2019: General fund support for the <abbr>糖心Vlog官方<\/abbr> Press, which provides a globally distinctive service, not only supporting <abbr>糖心Vlog官方<\/abbr> scholarship, but all the peoples of <span aria-label=\"Hawaii\">Hawai&#699;i<\/span> and the Pacific Islands, including by shedding light for all on our immigrant heritage whether Japanese, Korean, Filipino, Chinese or other. This in spite of the fact that over the past several years, under new leadership, the <abbr>糖心Vlog官方<\/abbr> Press has moved consistently toward becoming self-supporting.<\/li>\n<\/ul>\n<p>The Senate Budget also does not support the <span aria-label=\"universitys\">university&#699;s<\/span> highest priority request for operating funds&#8212;a program that would support those student with financial need who need us most&#8212;the expansion of the successful <span aria-label=\"Hawaii\">Hawai&#699;i<\/span> Promise financial aid program from our <abbr>糖心Vlog官方<\/abbr> community colleges to our <abbr>糖心Vlog官方<\/abbr> 4-year universities.<\/p>\n<p>In full acknowledgement of the appropriations authority of the Legislature, and believing their requests to be part of what would eventually be a fair process, <abbr>糖心Vlog官方<\/abbr> has responded to a constant flow of over 25 separate written requests for information with short turnaround times. <abbr>糖心Vlog官方<\/abbr> laboriously tabulated data manually to provide it in the formats explicitly requested. <abbr>糖心Vlog官方<\/abbr> has provided some 2,200 pages of documents, tables and narratives to the Senate Higher Education Committee \u2013 with responses to some outstanding requests still pending. The fact that the State Senate would use the information provided to support such a budget is beyond disappointing.<\/p>\n<p>Over this next critical week and beyond your <abbr>糖心Vlog官方<\/abbr> leadership will continue to advocate vigorously against these draconian cuts both publicly and, importantly, within the Capitol. We do this for our threatened faculty and staff, for our students, for our university, and for <span aria-label=\"Hawaii.\">Hawai&#699;i.<\/span> It is not clear if formal public testimony will be considered while the state budget is finalized. But you can share your views and concerns directly with legislative leaders and those who may be involved in the yet-to-be-named Conference Committee, typically members and leaders from the House Finance and Senate Ways and Means committees. Our experience is that it is helpful to explain our work and communicate a positive message about what we can do for <span aria-label=\"Hawaii\">Hawai&#699;i<\/span> if provided the support we need. We have also found that phone calls and letters may be more effective than email. We will continue to keep you informed as the budget continues to develop inside the Capitol.<\/p>\n<p>We understand well the impact of being targeted and know how disturbing that can be. We ask that, while you remain vigilant with us, you also stay focused on your teaching, research and service to our students and community. Moving forward it is clear that we have more to do to help the Legislature in its quest to understand what <span aria-label=\"Hawaii\u2019s\">Hawai&#699;i\u2019s<\/span> great public university is already doing and can do for the students and all people of <span aria-label=\"Hawaii\">Hawai&#699;i<\/span> with sufficient support.
