In partnership with the United States government and militaries from 26 other countries, international nongovernmental organizations and interagency partners, <abbr>PDC<\/abbr>, a <a href=\"https:\/\/www.hawaii.edu\/\">University of <span aria-label=\"Hawaii\">Hawai&#699;i<\/span><\/a> applied science and research center, assisted with the humanitarian assistance and disaster relief portion of the exercise.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2022\/08\/system-pdc-rimpac-feature-300x300.jpg\" alt=\"man directing helicopter\" width=\"300\" height=\"300\" class=\"alignright size-medium wp-image-163027\" srcset=\"https:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2022\/08\/system-pdc-rimpac-feature-300x300.jpg 300w, https:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2022\/08\/system-pdc-rimpac-feature-130x130.jpg 130w, https:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2022\/08\/system-pdc-rimpac-feature.jpg 676w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/p>\n<p><abbr>PDC<\/abbr> helped simulate large-scale impacts to fictitious islands in the Pacific Ocean\u2014requiring coordination of foreign military aid and relief from international nongovernmental organizations. Support included scenario development and realistic simulation of a Category 4 hurricane using the center\u2019s <a href=\"https:\/\/www.pdc.org\/disasteraware\/\">DisasterAWARE<\/a> platform, which provides real-time situational awareness and a common operating picture with built-in modeling, collaboration tools and real-time analytics to support effective decision making.<\/p>\n<p>&ldquo;<abbr>PDC<\/abbr>\u2019s response expertise and DisasterAWARE system were an integral part of the exercise\u2014supporting a coordinated approach to preparedness, response and recovery,&rdquo; said <abbr>PDC<\/abbr>\u2019s Director of Global Operations <strong>Erin Hughey<\/strong>.<\/p>\n<p>This year\u2019s <abbr>RIMPAC<\/abbr> exercise involved 38 surface ships, four submarines, nine national land forces, 170 aircraft and more than 25,000 personnel. The humanitarian assistance and disaster relief portion of the exercise included the U.S. Army, U.S. Navy, U.S. Coast Guard, Japan Maritime Self-Defense Force, the Republic of the Korea Navy, Royal Canadian Navy, Royal Australian Navy and the Chilean Navy.<\/p>\n<p>Additionally, the exercise received support from subject matter experts from the International Federation of Red Cross and Red Crescent Societies, United Nations Office for the Coordination of Humanitarian Affairs, U.S. Agency for International Development (<abbr>USAID<\/abbr>), Center for Excellence in Disaster Management, and Changi Regional Humanitarian Assistance and Disaster Relief Coordination Centre from Singapore.<\/p>\n<h2>Tremendous value<\/h2>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2022\/08\/system-pdc-rimpac-2-300x169.jpg\" alt=\"big group of people working on computers\" width=\"300\" height=\"169\" class=\"alignright size-medium wp-image-163003\" srcset=\"https:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2022\/08\/system-pdc-rimpac-2-300x169.jpg 300w, https:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2022\/08\/system-pdc-rimpac-2-130x73.jpg 130w, https:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2022\/08\/system-pdc-rimpac-2.jpg 676w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/p>\n<p>&ldquo;Having <abbr>PDC<\/abbr>\u2019s Disaster Services Analyst <strong>Kalei Miller<\/strong> present to support the realism of the exercise by demonstrating <abbr>PDC<\/abbr>&#8216;s capabilities and expertise, in-person and remotely, was a tremendous value add throughout the entire exercise planning cycle in ensuring the success of the exercise,&rdquo; said Shawn Sippin, humanitarian assistance advisor to the Military Civil-Military Operations Division for <abbr>USAID<\/abbr>\u2019s Bureau for Humanitarian Assistance.<\/p>\n<p>Sippin said <abbr>PDC<\/abbr>&#8216;s contributions afforded the participants an opportunity to get hands-on experience integrating cutting-edge disaster risk-reduction technology into their internal planning processes using the DisasterAware system throughout the humanitarian assistance and disaster relief portion of <abbr>RIMPAC<\/abbr>.<\/p>\n<p>&ldquo;Partnerships between <abbr>USAID<\/abbr>\u2019s Bureau for Humanitarian Assistance and <abbr>PDC<\/abbr> in exercises such as <abbr>RIMPAC<\/abbr> demonstrate potential for the strategic use of <abbr>PDC<\/abbr>&#8216;s resources in both future steady state [disaster risk-reduction] activities and ongoing emergency humanitarian responses for <abbr>USAID<\/abbr> throughout the globe,&rdquo; Sippin said. &ldquo;I look forward to future opportunities to collaborate with the <abbr>PDC<\/abbr> team in the future.&rdquo;<\/p>\n<h2>National objectives overlap<\/h2>\n<p><abbr>RIMPAC<\/abbr> exercises occur biennially on even years in Honolulu and have been taking place since 1971. They are designed to sustain cooperative relationships that are critical to the safety of sea lanes and security across the world\u2019s interconnected oceans.<\/p>\n<p>&ldquo;This is how we find the areas where our national objectives overlap, where we can practice the procedures that will help to enable our interchangeability&#8212;the nexus of national will and interoperability,&rdquo; said Vice Admiral Michael Boyle, <abbr>RIMPAC<\/abbr> 2022 commander.<\/p>\n<p><abbr>PDC<\/abbr> anticipates continued participation in future <abbr>RIMPAC<\/abbr> exercises and plans to integrate lessons learned from this year\u2019s activity into its long-term training and development program.
