David Ige signed two bills to help combat the state\u2019s increasing physician shortage and support the University of <span aria-label=\"Hawaii\">Hawai&#699;i<\/span> at M\u0101noa <a href=\"http:\/\/jabsom.hawaii.edu\">John A. Burns School of Medicine\u2019s<\/a> (<abbr>JABSOM<\/abbr>) mission to retain more of its graduates to practice medicine in <span aria-label=\"Hawaii\">Hawai&#699;i<\/span>. Ige signed <a href=\"http:\/\/www.capitol.hawaii.gov\/measure_indiv.aspx?billtype=SB&#038;billnumber=2657&#038;year=2022\">Senate Bill 2657<\/a> (now Act 262: Relating to Medical Education Training) and <a href=\"http:\/\/www.capitol.hawaii.gov\/measure_indiv.aspx?billtype=SB&#038;billnumber=2597&#038;year=2022\">Senate Bill 2597<\/a> (now Act 263: Relating to loan repayment for health care professionals) into law on July 7 at <abbr>JABSOM<\/abbr>.<\/p>\n<figure id=\"attachment_161729\" aria-describedby=\"caption-attachment-161729\" style=\"width: 300px\" class=\"wp-caption alignright\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2022\/07\/jabsom-bill-signing-lassner-300x169.jpg\" alt=\"lassner, lum, govenor ige\" width=\"300\" height=\"169\" class=\"size-medium wp-image-161729\" srcset=\"https:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2022\/07\/jabsom-bill-signing-lassner-300x169.jpg 300w, https:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2022\/07\/jabsom-bill-signing-lassner-130x73.jpg 130w, https:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2022\/07\/jabsom-bill-signing-lassner.jpg 675w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><figcaption id=\"caption-attachment-161729\" class=\"wp-caption-text\">David Lassner, Lee Buenconsejo-Lum and Gov. David Ige<\/figcaption><\/figure>\n<p>The <span aria-label=\"Hawaii\">Hawai&#699;i<\/span> Physician Workforce Assessment Project Report indicates that <span aria-label=\"Hawaii\">Hawai&#699;i<\/span> is in need of at least 750 doctors, with the greatest statewide shortage being in primary care specialties. The proportional need is greatest on the neighbor islands, with both Maui and <span aria-label=\"Hawaii\">Hawai&#699;i<\/span> County experiencing a physician shortage of 40&#37;.<\/p>\n<p>In addition to the bills introduced by the legislature, Ige identified the physician shortage as a priority at the start of the 2022 legislative session by including funding to expand <abbr>JABSOM<\/abbr>\u2019s residency program in his proposed budget.<\/p>\n<p>&ldquo;My administration is committed to supporting the development and expansion of high-quality educational and training sites, especially on the neighbor islands where we face the greatest challenge,&rdquo; said Gov. Ige. &ldquo;Mahalo to our lawmakers for also making this a priority and to <abbr>JABSOM<\/abbr> and our local medical partners for their dedication to ensure our local residents can access the healthcare they need now and in the future.&rdquo;<\/p>\n<h2>Senate Bill 2657<\/h2>\n<p><strong>Senate Bill 2657<\/strong> funds <abbr>JABSOM<\/abbr>\u2019s expansion of medical residency and medical student training opportunities on the neighbor islands, and with the <abbr title=\"United States\">U.S.<\/abbr> Veteran Affairs (<abbr>VA<\/abbr>) Pacific Islands Healthcare System sites across the state&#8212;specifically in areas where healthcare is most needed. The <abbr>VA<\/abbr> is a valuable partner in <abbr>JABSOM<\/abbr>\u2019s academic programs. Internal medicine, family medicine, psychiatry, geriatrics and addiction medicine residents or fellows have part of their curriculum based at <abbr>VA<\/abbr> sites. <\/p>\n<p>Currently, some medical students complete pre-clinical rotations for up to three months on the neighbor islands of <span aria-label=\"Hawaii\">Hawai&#699;i<\/span> Island, <span aria-label=\"Lanai\">Lana&#699;i<\/span>, and starting this academic year, <span aria-label=\"Kauai\">Kaua&#699;i<\/span>. Third-year students participate in a longitudinal clerkship program where groups of students train in the same location for a five-month long rotation in rural communities. Third year students presently train at several locations on <span aria-label=\"Hawaii\">Hawai&#699;i<\/span> Island, Maui and <span aria-label=\"Kauai\">Kaua&#699;i<\/span>.<\/p>\n<p>&ldquo;Data show that more than 80% of physicians who graduate from both <abbr>JABSOM<\/abbr> and its residency programs tend to stay in  <span aria-label=\"Hawaii\">Hawai&#699;i<\/span> to practice\u2014that is one of the highest retention rates in the country,\u201d said <abbr>JABSOM<\/abbr> Dean <strong>Jerris Hedges<\/strong>.&ldquo;We know that physicians who train in rural areas on our neighbor islands are also more likely to put down roots and nurture the communities that they\u2019re in. We look forward to expanding our medical training opportunities to these underserved areas and to stay true to <abbr>JABSOM<\/abbr>\u2019s vision of <abbr>ALOHA<\/abbr>: Attain Lasting Optimal Health for All.&rdquo;<\/p>\n<blockquote><p>More than 80&#37; of physicians who graduate from both <abbr>JABSOM<\/abbr> and its residency programs tend to stay in <span aria-label=\"Hawaii\">Hawai&#699;i<\/span> to practice<br \/>&#8212;Jerris Hedges, <abbr>JABSOM<\/abbr> Dean <\/p><\/blockquote>\n<p>To alleviate the shortage of physicians in the state, more than 225 physicians participate in <abbr>JABSOM<\/abbr>\u2019s Accreditation Council of Graduate Medical Education (<abbr>ACGME<\/abbr>)-accredited residency and fellowship programs. Kaiser Permanente <span aria-label=\"Hawaii\">Hawai&#699;i<\/span> also has a primary care internal medicine residency program and the Hilo Medical Center is the sponsor of the <span aria-label=\"Hawaii\">Hawai&#699;i<\/span> Island Family Medicine Residency Program. With the exception of the Hilo-based program, the remainder of these civilian residency programs are on <span aria-label=\"Oahu\">O&#699;ahu<\/span>, with some having clinical rotations on the neighbor islands. The neighbor island rotations&#8212;through the <abbr>VA<\/abbr> clinics or in partnership with other neighbor island physicians and health systems&#8212;gives residents and fellows the opportunity to train and eventually practice in rural areas. <\/p>\n<p>&ldquo; Residency Programs, as the employer of the <abbr>JABSOM<\/abbr> residents and most fellows, is committed to our rural and at-risk communities by training our future physician workforce,&rdquo; said Natalie Talamoa, executive director of <span aria-label=\"Hawaii\">Hawai&#699;i<\/span> Residency Programs. &ldquo;We are excited that the State of <span aria-label=\"Hawaii\">Hawai&#699;i<\/span> shares our goal and look forward to working together on this initiative to invest in our neighbor island communities that have been hardest hit by the physician shortage. This funding will increase access to training opportunities for our residents and fellows, and provide them exposure and understanding of our most vulnerable populations so that they want to return to serve these communities.&rdquo;<\/p>\n<p>&ldquo;The <abbr>VA<\/abbr>\u2019s ability to expand Graduate Medical Education can help reduce the effects of a forecasted physician shortage here in the Pacific Islands, especially in <span aria-label=\"Hawaii\">Hawai&#699;i<\/span>, thanks to the partnership we have with the John A. Burns School of Medicine,&rdquo; said Adam Robinson, Jr., director of the Veteran Affairs Pacific Islands Health Care System. &ldquo;We take pride in providing the largest education and training enterprise for health professionals in the nation, but we can&#8217;t do it without the relationships we share with our valued academic affiliate residency sponsors.&rdquo; <\/p>\n<h2>Senate Bill 2597<\/h2>\n<p>Senate Bill 2597 allows for more loans to be given in the <span aria-label=\"Hawaii\">Hawai&#699;i<\/span> State Loan Repayment Program, which helps graduates of <abbr>JABSOM<\/abbr> and other health professions reduce their educational debt in exchange for remaining in <span aria-label=\"Hawaii\">Hawai&#699;i<\/span> to practice. Loan repayment programs are a critical part of addressing the health professional workforce shortage, and <span aria-label=\"Hawaii\">Hawai&#699;i<\/span>\u2019s program has proven to be highly successful.<\/p>\n<figure id=\"attachment_161724\" aria-describedby=\"caption-attachment-161724\" style=\"width: 250px\" class=\"wp-caption alignright\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2022\/07\/jabsom-bill-signing-jerris.jpg\" alt=\"student and dean hedges\" width=\"250\" height=\"250\" class=\"size-full wp-image-161724\" srcset=\"https:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2022\/07\/jabsom-bill-signing-jerris.jpg 250w, https:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2022\/07\/jabsom-bill-signing-jerris-130x130.jpg 130w\" sizes=\"auto, (max-width: 250px) 100vw, 250px\" \/><figcaption id=\"caption-attachment-161724\" class=\"wp-caption-text\"><abbr>JABSOM<\/abbr> graduate Arcelita Imesa (MD 2019) and Hedges<\/figcaption><\/figure>\n<p>According to <abbr>JABSOM<\/abbr>\u2019s <span aria-label=\"Hawaii\">Hawai&#699;i<\/span> and Pacific Basin Area Health Education Center Director <strong>Kelley Withy<\/strong>, &ldquo;83&#38; of loan repayers have remained in <span aria-label=\"Hawaii\">Hawai&#699;i<\/span> to practice, and 70&#37; have remained at the site where they performed their service. Currently, there are 25 active providers in the program with another seven waiting for funding. We are very thankful to the legislature for the matching funds so that we can provide more opportunities to those interested in caring for communities where there is a dire shortage of healthcare providers.&rdquo;<\/p>\n<p>Health care professionals who have benefited from the loan repayment program serve on all islands and in the communities of Waimea, Kihei, <span aria-label=\"Waianae\">Wai&#699;anae<\/span>, Hilo and Wailuku; at Federally Qualified Health Centers in Kalihi-Palama and Kokua Kalihi Valley; and in public institutional settings at the federal detention center in Honolulu, the Halawa correctional facility and the Maui County correctional center. Health care professionals who are eligible to participate in the program include physicians, nurse practitioners, psychologists, social workers and many others.<\/p>\n<p>Those present at the bill signing ceremony included state lawmakers Rep. Gregg Takayama, Rep. Ryan Yamane, Sen. Jarrett Keohokalole, <abbr>ÌÇÐÄVlog¹Ù·½<\/abbr> President <strong>David Lassner<\/strong>, <abbr>JABSOM<\/abbr> Hedges, <abbr>JABSOM<\/abbr> Associate Dean for Academic Affairs <strong>Lee Buenconsejo-Lum<\/strong>, <abbr>JABSOM<\/abbr> Associate Dean for Administration and Finance <strong>Nancy Foster<\/strong>, as well as leadership from affiliated hospitals, the <span aria-label=\"Hawaii\">Hawai&#699;i<\/span> Residency Programs, Inc., the <abbr>VA<\/abbr> Pacific Islands Health Care System, and leaders from several of <abbr>JABSOM<\/abbr>\u2019s clinical departments and the Office of Medical Education that oversees the <abbr title=\"medical doctor\">MD<\/abbr> Program curriculum.<\/p>\n<p><a href=\"https:\/\/jabsom.hawaii.edu\/bills-help-expand-uh-medical-schools-residency-training-on-neighbor-islands\/\">See more photos of the ceremony on the <abbr>JABSOM<\/abbr> website.<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Gov.
