  {"id":127528,"date":"2020-09-22T16:54:47","date_gmt":"2020-09-23T02:54:47","guid":{"rendered":"https:\/\/www.hawaii.edu\/news\/?p=127528"},"modified":"2020-09-22T16:54:47","modified_gmt":"2020-09-23T02:54:47","slug":"wildfire-risk-system","status":"publish","type":"post","link":"https:\/\/www.hawaii.edu\/news\/2020\/09\/22\/wildfire-risk-system\/","title":{"rendered":"<abbr title=\"University of Hawaii\">糖心Vlog官方<\/abbr> team to develop wildfire risk system"},"content":{"rendered":"<span class=\"span-reading-time rt-reading-time\" style=\"display: block;\"><span class=\"rt-label rt-prefix\">Reading time: <\/span> <span class=\"rt-time\"> 2<\/span> <span class=\"rt-label rt-postfix\">minutes<\/span><\/span><p><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2018\/12\/manoa-ctahr-wildfires-2.jpg\" alt=\"helicopter dropping water on wildfire in Hawaii\" width=\"676\" height=\"381\" class=\"alignright size-full wp-image-88834\" srcset=\"https:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2018\/12\/manoa-ctahr-wildfires-2.jpg 676w, https:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2018\/12\/manoa-ctahr-wildfires-2-300x169.jpg 300w\" sizes=\"auto, (max-width: 676px) 100vw, 676px\" \/><\/p>\n<p>Recent wildfires ravaging the West Coast highlight the importance of preparation and understanding the threat everywhere, including <span aria-label=\"Hawaii.\">Hawai&#699;i.<\/span> A team at the University of <span aria-label=\"Hawaii\">Hawai&#699;i<\/span> at M&#257;noa will work to improve assessment and communication of unique wildland fire risk the state faces.<\/p>\n<p>The <abbr title=\"University of Hawaii\">糖心Vlog官方<\/abbr> M&#257;noa <a href=\"https:\/\/www.wrrc.hawaii.edu\/\">Water Resources Research Center<\/a> (<abbr title=\"Water Resources Research Center\">WRRC<\/abbr>), the <a href=\"https:\/\/www.pacificfireexchange.org\/\">Wildland Fire Extension Program<\/a> (College of Tropical Agriculture and Human Resources), and the <a href=\"http:\/\/www.cee.hawaii.edu\/\">Department of Civil and Environmental Engineering<\/a> (College of Engineering) secured nearly $1 million in funding for the project. The grant is from the Federal Emergency Management Agency (<abbr>FEMA<\/abbr>) through partnership and cooperation with the <span aria-label=\"Hawaii\">Hawai&#699;i<\/span> Emergency Management Agency (<abbr>HI-EMA<\/abbr>) and <abbr>糖心Vlog官方<\/abbr> M&#257;noa. <\/p>\n<p>The project will develop a high-resolution fire risk index for <span aria-label=\"Hawaii\">Hawai&#699;i<\/span> using spatial data on historical fire occurrence, climate, vegetation and the built environment. The end-product will be a daily map of fire risk for the state published online that uses real-time climate products produced by <abbr>WRRC<\/abbr> and the <abbr>糖心Vlog官方<\/abbr>-based <span aria-label=\"Ike\">&#699;Ike<\/span> Wai program. This work will be led by <strong>Sayed Bateni<\/strong> (principal investigator), associate professor in civil and environmental engineering and <abbr>WRRC<\/abbr>, <strong>Clay Trauernicht<\/strong> (co-principal investigator), extension specialist in ecosystem fire in the <a href=\"https:\/\/cms.ctahr.hawaii.edu\/nrem\/\">Department of Natural Resources and Environmental Management<\/a>, and <strong>Tom Giambelluca<\/strong> (co-principal investigator), director of <abbr>WRRC<\/abbr>.<\/p>\n<p>&ldquo;The incredible diversity of climate types and vegetation in <span aria-label=\"Hawaii\">Hawai&#699;i<\/span> means that the standard fire prediction tools used on the mainland simply don\u2019t work for us. This effort will use climate products developed for <span aria-label=\"Hawaii\">Hawai&#699;i<\/span> and integrate local knowledge of forecasters and fire responders to validate and interpret the final product,&rdquo; said Trauernicht.<\/p>\n<h2>Developing comprehensive fire-risk alert system<\/h2>\n<p>Beyond mapping daily fire risk, <abbr>WRRC<\/abbr> and <abbr>糖心Vlog官方<\/abbr> <a href=\"https:\/\/cms.ctahr.hawaii.edu\/ce\">Cooperative Extension<\/a> will work with the National Weather Service and federal, state and county emergency responders to integrate the maps into the current Red Flag Warning System and agency readiness plans. The only fire-risk alert system actively in place is the <a href=\"https:\/\/www.weather.gov\/hfo\/firewx\">Red Flag Warning System<\/a> by the National Weather Service.<\/p>\n<p>However, because the system is based on a single weather station, red flag warnings may not represent conditions across the state or a red flag may not be declared despite high risk conditions elsewhere. For example, no red flags were declared during any of the multiple, record-breaking large fires on Maui in 2019 due to different rainfall patterns over Honolulu. The project will also use the fire-risk index to examine the historical frequency of fire-risk conditions across the state and work with the non-profit <a href=\"https:\/\/www.hawaiiwildfire.org\/\"><span aria-label=\"Hawaii\">Hawai&#699;i<\/span> Wildfire Management Organization<\/a> to educate land managers, planners and the general public about how the products can inform proactive risk reduction efforts.<\/p>\n<p>&ldquo;As our constant brush fires present new challenges to us during both hurricane season and a pandemic, <abbr>HI-EMA<\/abbr>\u2019s hazard mitigation program grant program is critical in getting the proper funding to battle these threats,&rdquo; said <abbr>HI-EMA<\/abbr> Administrator Luke Meyers. <\/p>\n<h2>Fires cost in land skyrockets over years<\/h2>\n<p>Wildland fire is a persistent and increasing threat across <span aria-label=\"Hawaii\">Hawai&#699;i<\/span> and places significant burden on federal, state and county emergency management agencies.
