The U.S. Department of Justice awarded the University of Hawaiʻi–West Oʻahu $2 million over three years to increase the university鈥檚 threat assessment and violence prevention capabilities in K–12 private, charter, and public schools and their communities throughout Hawaiʻi.

“This award is significant, both in the amount and the scope since it not only continues to build knowledge and capacity of Behavior Threat Assessment and Management within K–12 schools and connected communities, but it helps the state with identifying options for violence prevention to assist with keeping our school communities safer during these challenging times,” said Principal Investigator Bev Baligad, who serves as 糖心Vlog官方 West Oʻahu鈥檚 director of compliance, Title IX coordinator and Behavior Intervention Team manager.

The project is titled, “Hawaiʻi State Targeted Violence Prevention鈥擲chool Community and Threat Assessment Team Training and Capacity Building.”

Goals and expected outcomes

  • increased threat assessment and violence prevention capabilities on involved campuses
  • sustainable violence prevention practices in K–12 schools and its communities
  • successful application of bystander intervention techniques by members of school and campus communities
  • school Behavior Threat Assessment teams operating under national best practice
  • improved cultural perception of threat assessment and violence prevention practices in school and campus communities

Partnerships that will support the project include the Hawaiʻi Office of Homeland Security, the Hawaiʻi State Fusion Center (HSFC), K–12 private and charter schools, Threat Team Hawaiʻi, and other public and private organizations and businesses. Additionally, 糖心Vlog官方 West Oʻahu is a lead implementing partner in the , working closely with Homeland Security and HSFC to achieve state-wide violence prevention.

The U.S. Department of Homeland Security awarded targeted violence and terrorism prevention grants to Baligad in and , totaling more than $1.3 million, to help build Hawaiʻi state school threat assessment teams and to further state community awareness efforts.

糖心Vlog官方 West Oʻahu intends to fulfill its commitment to the prevention of acts of targeted violence in Hawaiʻi by working closely with schools and fostering the establishment of sustainable threat assessment teams and practices,” Baligad said.

The University of Hawaiʻi is hosting two events on March 31, 2025, to empower 糖心Vlog官方 students, faculty, staff and community members with essential knowledge about their rights and responsibilities, particularly in today鈥檚 rapidly changing political landscape. These events will offer valuable resources, foster dialogue and help create a more engaged community.

‘Know Your Rights’ immigration law webinar

“Know Your Rights: A Practical Guide to Constitutional Rights and Immigration Enforcement,” is a free webinar from 10:30 a.m. to noon. The event aims to ensure that individuals understand their rights and obligations should they encounter U.S. Immigration and Customs Enforcement (ICE) or other law enforcement officials.

The session will provide guidance on navigating interactions during home raids, street stops and encounters at school or the workplace. Hear from a panel of professionals, including:

  • Minda Yamaga, assistant federal defender, District of Hawaiʻi Office of the Federal Public Defender
  • Stella Shimamoto, associate attorney, immigration, Hirota & Associates; past chair, Hawaiʻi Chapter, American Immigration Lawyers Association

This in-person event鈥攆ocused on free speech, university rules, and responsible communication鈥攁ims to move from fear to empowerment through pilina (connection), in light of the current national political climate.

Students from the 10 campuses of the University of Hawaiʻi are being encouraged to participate in the 糖心Vlog官方 Sex Based Discrimination and Harassment Student Survey. The anonymous and voluntary survey is open to students 18 years old and older from February 4 to March 10, and can only be accessed through an email with the subject line “糖心Vlog官方 students: Please complete the sexual harassment and sex-based violence survey” sent from 鈥糖心Vlog官方 President (Omnitrak on behalf of 糖心Vlog官方) .鈥

“Sexual harassment and sex-based violence on college campuses are serious issues nationwide,” said 糖心Vlog官方 President Wendy Hensel in an a February 4 email to students. “糖心Vlog官方 has made significant progress in responding to these issues across our 10 campuses, largely thanks to your participation in a student survey conducted every two years.”

Why participation matters

This is the fifth 糖心Vlog官方 survey on sexual harassment and sex-based violence since 2017. Utilizing the campus specific data collected in the previous surveys, the Title IX coordinators from each of the 10 campuses have tailored outreach and support materials for their campus communities. Systemwide, survey insights have improved training programs and expanded advocacy services, ensuring a data-driven approach to prevention, response and awareness.

“Your experience matters to us, and your voice is critical to our efforts in creating a safe and supportive environment for all students,” Hensel said.

What the survey covers

The 20-minute survey will ask students about:

  • Campus environment related to sexual harassment and sex-based violence.
  • Perceptions of 糖心Vlog官方鈥檚 response to reports of harassment or violence.
  • Awareness of resources and reporting options for sexual violence, sexual harassment, stalking and interpersonal violence (domestic and dating violence).
  • Prevalence and incidence of sexual violence, harassment, stalking and interpersonal violence on 糖心Vlog官方 campuses.

Students can exit and resume the survey anytime before March 10, 2025. All responses are completely anonymous and survey data will be kept confidential and reviewed only in aggregate to ensure privacy. A Frequently Asked Questions page is available with more information.

The University of Hawaiʻi successfully conducted a week-long series of Title IX training sessions in October, underscoring its commitment to fostering safe, equitable and inclusive environments for students and employees across its 10-campus system. The four-day training at 糖心Vlog官方 惭腻苍辞补 drew over 110 participants, including leadership, campus executives, and Title IX personnel, from across the state.

The training follows the implementation of 糖心Vlog官方鈥檚 new interim Title IX policy and administrative procedures, effective on August 1, 2024, as required by the 2024 Title IX regulations under the U.S. Department of Education鈥檚 . The policy and training was developed with assistance from higher education attorneys at Thompson Coburn.

Feedback from post-training surveys was overwhelmingly positive, according to the 糖心Vlog官方 Office of Equity Assurance who organized the training. The participants praised the practical, real-world approach of the sessions and the expertise of the facilitators. The training initiative was a collaborative effort involving Thompson Coburn, Vice President for Administration Jan Gouveia, the Office of Equity Assurance, and the Office of Legal Affairs and University General Counsel.

Executive Director of the Office of Equity Assurance Jenn Rose explained that the training initiative is a critical component of the broader effort to comply with new federal regulations.

“We sincerely thank our Title IX Coordinators and their teams for collaborating to make this training a success,” said Rose. “Their hard work and adaptability in navigating all the recent changes have been truly invaluable.”

糖心Vlog官方 plans to build on this success by offering additional training opportunities regarding the new interim policy and procedures, and strengthening resources and support to increase safety across its campuses.

Hawaiʻi Community College Title IX Coordinator Sara Vogel gave a TEDx talk at the University of the Pacific in April titled, “Pleasure and Power: Why Pleasure Must Be Part of Consent Education.”

The goal of the TED Foundation is to foster the spread of great ideas, and it is known for its free online TED Talks. TEDx is a grassroots initiative created in the spirit of TED鈥檚 overall mission.

Vogel said:

  • “It is such an honor and privilege to have a global platform to share stories and ask people to think differently about the way they speak with their partners, students, children, and communities about sexual violence prevention.

    We all can make a change in the world, and sometimes, that change begins with changing how we approach our conversations with young people in the classroom or around the dinner table.

    Evidence shows that approaching talks about consent and sexuality from a pleasure-based perspective works better than approaching conversations on consent from a fear-based perspective. Still, the stigma of talking about pleasure prevents us from leaning into this approach.

    I want to challenge everyone to rethink their relationship with the way they approach conversations on sex and sexuality with themselves, their partners, and their young people to develop a more empowered approach that focuses on agency rather than fear.”

A quarter celebrating the life and legacy of the late Title IX champion and distinguished University of Hawaiʻi alumna Patsy Takemoto Mink is available for purchase from the U.S. Mint, and began shipping in March. The quarter design depicts the former U.S. Representative holding her landmark Title IX legislation, which prohibits educational institutions from discriminating on the basis of sex in any way.

To get an idea of the depth and breadth of Mink鈥檚 impact, 糖心Vlog官方 News interviewed 糖心Vlog官方 Mānoa Professor Kathy Ferguson, who teaches political theory, feminist theory and feminist research methods. She is the recipient of awards for teaching, research and community service, and was ranked among the “Top 25“ most cited political theorists in the U.S. in “Political Science 400“.

Who was Patsy T. Mink and why was she important?

Her role in creating and passing Title IX was extraordinary. She was a cosponsor, but she did the heavy lifting, and I think as a sign of that when she died, it was renamed after her—was renamed the Patsy Takemoto Mink Equal Opportunity in Education Act. She also 鈥 had to keep fighting for it in the 25 years after Title IX was passed in 鈥72. It came back 24 times. So she had to keep fighting to keep the law on the books, to keep it from being watered down, to keep it from losing its funding over and over. She was indefatigable. She just wouldn’t give up.

How did Patsy T. Mink change college sports?

She brought women onto the scene of college sports. Before Patsy Mink, very small percentages of girls and women were involved in high school or college sports. And that’s important, too, because high school sports feed college sports. After the passage, 35 years after the passage of Title IX, it was like a 400% increase in the number of girls and women involved in athletics. So in terms of the effect on athletics, it was unsurpassed. Nothing has come close to bringing more gender equality to athletics than Title IX.

How did she change higher education beyond college athletics?

She did a lot for education outside of athletics. Title IX, and the subsequent legislation to fund it and to protect it, affected gender equality in the curriculum, in counseling, and teacher preparation, the establishment of women’s studies, and women’s centers from Title IX—just a range of things—the treatment of girls and women, their health, their opportunity. It made a huge difference for girls and women in college.

What were Patsy T. Mink鈥檚 ties to 糖心Vlog官方 and Hawaiʻi that should be highlighted and/or shaped who she was?

She had a lot of ties to 糖心Vlog官方. She graduated from here with degrees in zoology and chemistry, sent her daughter to the 糖心Vlog官方 Lab School, taught here for a while between her two sets of terms in the Congress. And I think she had an enduring loyalty. She thought the people of Hawaiʻi and the women of the country were her constituents.

A special quarter celebrating the life and legacy of Patsy Takemoto Mink, a distinguished University of Hawaiʻi alumna, is from the U.S. Mint, and began shipping on March 25. An event announcing the release and honoring the former U.S. Congresswoman and Title IX champion was held at the Stan Sheriff Center at the University of Hawaiʻi at 惭腻苍辞补.

The quarter design depicts Mink holding her landmark Title IX legislation, which prohibits educational institutions from discriminating on the basis of sex in any way, and wearing a lei representing her home state of Hawaiʻi. The U.S. Capitol Building is in the background.

“As the first woman of color to serve in Congress, Patsy Mink was a trailblazer who fought to ensure that generations of girls and women could have every opportunity men have,” said Sen. Distinguished 糖心Vlog官方 alumna

Mink graduated from the University Hawaiʻi in 1948, with majors in zoology and chemistry. She was the first woman of color elected to Congress. Title IX, which she co-authored, was renamed the Patsy Takemoto Mink Equal Opportunity in Education Act following her death. 糖心Vlog官方 celebrated the 50th anniversary of Title IX in 2022.

The Patsy Takemoto Mink quarter is the 12th coin in the U. S. Mint鈥檚 , which celebrates the accomplishments and contributions made by women who have shaped our nation鈥檚 history and helped pave the way for generations that followed.

Patsy Dung, the 鈥檚 first head coach, died on March 4, at age 87, leaving a legacy that extends far beyond the court.

A pioneer in advancing women鈥檚 sports in Hawaiʻi, Dung was hired by 糖心Vlog官方 women鈥檚 athletic director Donnis Thompson in 1974 to lead the university鈥檚 newly established women鈥檚 basketball program. She coached the team while also serving as a physical education teacher at Farrington High School and led the inaugural Rainbow Wahine squad to a 4-2 record in the 1974–75 season. She spent five years as 糖心Vlog官方 head coach, with the schedule growing each season from six games to 17 in the 1978–79 season. The Rainbow Wahine went 11-6 in her final season and Dung closed her tenure with a cumulative record of 31-20.

Following her 糖心Vlog官方 career, Dung continued to teach at Farrington until her retirement in 1993. In addition, she founded the Kalihi Jets, a community club team which provided girls and women the opportunity to play organized team sports.

Services for Dung are pending.

“Patsy Dung was a trailblazer,” said current Rainbow Wahine Head Coach Laura Beeman. “She opened up opportunities for every coach who followed in her footsteps. The Rainbow Wahine Basketball program is where it is today because of her commitment years ago. We want to send our love and support to her family in this very difficult time.”

“Right up until recently, Patsy attended all the games, still supporting the program,” said former Rainbow Wahine Head Coach Vince Goo. “When I was coaching, she sat in the same section, same seat and always had a smile on her face when we won. All of the successes we had and all of the success Laura Beeman is having, can be attributed directly to Patsy. She started it all way back when. 鈥he was always a positive person and I enjoyed our many conversations about the game of basketball. She will be sorely missed.”

“Without her sacrifices and her willingness to coach the Wahine team from 5:30 after a long day teaching at Farrington, so many of us may not have had the opportunity to play on the Wahine Basketball team after Title IX,” said Sabrina McKenna, Hawaiʻi Supreme Court judge and former Rainbow Wahine player. “But Coach Dung taught me about much more than basketball; to me, she exemplified leadership and justice.”

The majority of University of Hawaiʻi students feel safe from sexual harassment and gender based violence when on campus, according to the 2023 Sex Based Discrimination and Harassment Student Survey. The biennial survey of 糖心Vlog官方鈥檚 10 campuses also found that dating or domestic violence is still the most common form of harassment/violence and that awareness of on-campus services and resources has increased dramatically since the first survey seven years ago.

Of 38,286 adult students attending 糖心Vlog官方 campuses, 14.1% (5,398 students) completed the 20-minute long survey in early 2023 on campus environment, prevalence of sexual assault and violence, campus response and awareness of resources and reporting options.

The individual outcomes from each of the 10 campuses are available in the final survey results. In the aggregate, more than 63.4% of 糖心Vlog官方 students feel safe when on campus, up from 57.5% from the first survey in 2017, considered the benchmark survey of the four surveys completed. The 2023 survey found 57% of students were aware of services and resources, a substantial increase from 40% in 2017. Furthermore, 57.8% of students rated the training 糖心Vlog官方 offered “extremely or very useful” compared to 50.7% in 2017.

“We have work ahead on our paths to create campus environments free of harassment and violence so our students can fully focus on their education,” said 糖心Vlog官方 President David Lassner. “We will continue to build on what we have accomplished in the last 10 years including the expansion of services like confidential resources, and greater awareness of those services. I am especially heartened that the 2023 survey shows that our students have greater trust in 糖心Vlog官方 today compared to our first survey seven years ago.”

Survey results

Reports of sexual harassment and gender based violence are down slightly in 2023 compared to the 2019 and 2017 surveys (the 2021 survey results were impacted by the COVID-19 pandemic as the vast majority of courses were offered online, and most employees were teleworking). Students are asked about their experiences while enrolled, including incidents unrelated to their campus. According to the 2023 survey:

  • Three of four specific areas edged down or held steady:
    • 10.2% of students reported dating or domestic violence (9.1% in 2021, 12.1% in 2019, 10.6% in 2017).
    • 5.5% reported stalking (3.6% in 2021, 6.1% in 2019, 6.0% in 2017).
    • 2.8% reported incidents of non-consensual sexual contact (1.3% in 2021, 2.9% in 2019, 2.8% in 2017).
  • 7.8% reported sexual harassment (4.2% in 2021, 8.0% in 2019, 5.7% in 2017). The federal government expanded the examples of sexual harassment, which have been included in the 糖心Vlog官方 biennial surveys since 2019.
  • Offenders associated with 糖心Vlog官方 decreased since 2017 (79.8% in 2023, 71.8% in 2021, 80.5% in 2019, 88.2% in 2017).

“The survey results provide important next steps for our campuses including targeted outreach to vulnerable populations and raising awareness and referrals to campus resources to better address dating and domestic violence,” said 糖心Vlog官方 Office of Equity Assurance Director Jenn Rose. “Hopefully, these survey results also shine a bright light on issues prevalent across our society, not just college campuses. Greater awareness is critical addressing sexual harassment and gender base violence.”

These surveys are a national best practice and an important tool in creating and maintaining a safe and discrimination-free learning and working environment.The biennial survey was identified as a priority by 糖心Vlog官方 in 2015 and mandated by the Hawaiʻi State Legislature in 2016 with the passage of Act 208. It has been administered every other year since 2017 with the first results released in 2018.

The late U.S. Rep. Patsy Takemoto Mink, champion of the landmark Title IX legislation, will be the 12th woman honored in the U.S. Mint鈥檚 . Mink, a University of Hawaiʻi at 惭腻苍辞补 alumna, filled her life with firsts—the first Japanese-American woman admitted to practice law in Hawaiʻi, the first Asian American woman, and first woman of color, to be elected to the U.S. Congress. She fought for gender and racial equality, affordable childcare and environmental protection. The quarter honoring her work and legacy will be released in 2024.

In 2022, 糖心Vlog官方, and the state of Hawaiʻi, celebrated Mink and the 50th anniversary of Title IX, and to honor Mink鈥檚 profound and successful efforts to bring gender equity to education, Congress renamed Title IX as the Patsy T. Mink Equal Opportunity in Education Act. The act states, 鈥淣o person in the United States shall, on the basis of sex, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any education program or activity receiving Federal financial assistance.鈥

“The 50th anniversary of this landmark legislation, championed by Hawaiʻi鈥檚 own Patsy Mink, marks decades of hard-fought progress for girls and women in classrooms, on the court, and in leadership positions across the country,” said Jennifer Rose, director for the 糖心Vlog官方 Office of Institutional Equity. “Over the last half century, Title IX has had incredible impacts on the ways that society at large not only treats girls in education, but approaches and condemns sexual harassment and sexual violence more broadly.”

Previously, the U.S. Mint honored the late 糖心Vlog官方 Hilo and Hawaiʻi Community College instructor Edith Kanakaʻole with a quarter celebrating her legendary legacy as a kumu hula, Native Hawaiian cultural practitioner and scholar.

University of Hawaiʻi at 惭腻苍辞补 student Ashley Badis was honored at the 2023 ESPY awards, held annually by ESPN to honor the top athletes, executives and communities in sports.

Badis received the Billie Jean King Youth Leadership Award for her fight for equity in women驶s high school sports. The senior is one of four plaintiffs in a Title IX lawsuit filed against the Hawaiʻi State Department of Education in December 2018, which accuses James Campbell High School and the Oʻahu Interscholastic Association of discrimination against female athletes.

Badis swam and played water polo all four of her years at Campbell High and graduated in 2019. Badis said she and her teammates faced a range of discrimination and unfair conditions compared to their male counterparts. The lawsuit is not seeking damages, but accountability and lasting change for future high school female athletes.

The leadership award, named after the former women鈥檚 tennis great, celebrates King鈥檚 commitment to leadership and service, and honors high school and college students who use sports to improve their communities. Badis, one of three honorees in 2023, received a one-time college scholarship or a grant to an eligible nonprofit aligned with their work.

“The best way I can describe it was just surreal,” Badis said. “It was such an honor to be on stage receiving an ESPY alongside the top athletes—on the same stage as people getting honored with the other humanitarian awards. Everyone that I met was so amazing and inspirational.”

Focus on future equity placed in spotlight

In October 2022, Badis was featured in about the lawsuit because of its potential national impact. A federal judge had ruled in July 2022 that the case could proceed as a class action suit.

Badis continues her work to increase gender equity in school sports. She recently assisted the Aspen Institute and Society Program with its School Sports Equity Toolkit. The toolkit includes strategies for advocacy, action and change.

Currently pursuing a degree in biology in a pre-medical track at 糖心Vlog官方 惭腻苍辞补, Badis hopes to stay in Hawaiʻi and possibly attend the 糖心Vlog官方 惭腻苍辞补 .

The University of Hawaiʻi is raising awareness during National Sexual Assault Awareness Month with a . The goal is to provide education about sexual assault, promote respect and inclusion, and build safer spaces at 糖心Vlog官方鈥檚 10 campuses.

The webinar series begins April 3 and is coordinated by the Office of Equity Assurance, in collaboration with the Title IX Offices of all 10 糖心Vlog官方 campuses, and the Community Colleges Office of Compliance, EEO/AA and Title IX.

student Ashley Badis is one of four plaintiffs in what could be a landmark Title IX lawsuit. Title IX is a federal civil rights law passed 50 years ago that prohibits discrimination based on sex in education programs and activities that receive federal financial assistance. The lawsuit was filed against the Hawaiʻi Department of Education and the Oʻahu Interscholastic Association in December 2018 and accuses James Campbell High School of discrimination against female athletes.

Badis is one of four plaintiffs, including her sister. The lawsuit is not seeking damages, but accountability and lasting change for future high school female athletes.

“When you鈥檙e a young female athlete in school, you should just be focusing on having fun and getting better at your sport, rather than having to fight for the basic necessities,” said Badis. “It鈥檚 not right what we had to go through, and I don鈥檛 want other girls to have to go through what I did, and for them to experience that same discrimination.”

Badis swam and played water polo all four of her years at Campbell High School and graduated in 2019. Badis said she and her teammates faced a range of discrimination and unfair conditions because of their gender compared to their male counterparts.

The school did not hire a water polo coach for three of the four years Badis competed. Her father had to step in to help coach the team and the school was late every year in reserving a pool for team practices.

In her junior year, the team had to practice in the ocean at Puʻuloa Beach Park for the first two weeks of the season. When the school finally arranged for a pool, they had to share it with rival Kapolei High School. Badis and her teammates also had to use old, worn out equipment until her senior year including tattered water polo caps that were not up to safety standards.

According to the (PDF), the other girls sports teams at Campbell also experienced unfair conditions including substandard equipment and facilities, and issues with practice times. For example, girls volleyball practices were often cut short to accommodate extra practices for the boys team. The school also did not provide locker room facilities for female athletes but did provide one for the male athletes. Girls had to change clothes in classrooms or at a nearby fast food restaurant before practice.

“It just felt like we had all the girls teams struggling on one end,” said Badis. “Meanwhile, the boys teams were getting pre-season coaching and they got to go on tournaments off-season on the mainland—but we couldn鈥檛 even get a practice facility.”

Badis was still a student at Campbell when the lawsuit was filed. Although all four student plaintiffs were officially anonymous, she said the school鈥檚 administration provided their names to the faculty. Badis says it was a scary experience that left her feeling like she had to “walk on eggshells.”

“It didn鈥檛 really hit me until the New York Times article,” said Badis. “That was the first time I publicly spoke about it, so it was really nice to actually speak my voice and be heard.”

After the article was published, Badis experienced an outpouring of support from her community, including reposts of the story that circulated on social media.

“I felt more supported by my family and friends because some of them didn鈥檛 even know that I was involved in the lawsuit,” explained Badis. “My community, too—the response from local people, especially girls, and just seeing comments and people reposting it made me feel really good. It felt like, ‘wow, I鈥檓 actually making a difference now.’”

Inspired by family

Badis is pursuing a career where she hopes to continue to make a difference. She is currently a senior studying biology in a pre-medical track at 糖心Vlog官方 惭腻苍辞补鈥檚 . After graduating, she hopes to stay in Hawaiʻi and possibly attend the 糖心Vlog官方 惭腻苍辞补 . Her pre-medical track was largely inspired by her parents.

“I’ve been thinking about going into pediatrics because I like working with kids,” explained Badis. “Growing up, my parents were both kind of in the medical field—my mom is a nurse and my dad is a firefighter—so I always looked up to them, and that鈥檚 what made me want to pursue medicine.”

For Badis, biology is something that she is passionate about and enjoys studying. Outside of her classes, Badis likes to attend 糖心Vlog官方 惭腻苍辞补 athletics events.

“I鈥檓 enjoying my time at 糖心Vlog官方,” said Badis. “And although I am not a student-athlete anymore, I still enjoy going to sports games and events—especially water polo.”

President David Lassner provided updates on extramural funding and the public meetings for the proposed tuition schedule in his monthly report on November 17 at the Board of Regents meeting at the 糖心Vlog官方 Hilo Daniel K. Inouye College of Pharmacy. It is the first Board of Regents meeting held on a neighbor island campus since November 2019 because of the COVID-19 pandemic.

Lassner also highlighted the recent Wahine on the Rise event that commemorated the 50th anniversary of Title IX and women驶s athletics at 糖心Vlog官方 惭腻苍辞补 and raised $700,000. Events held at the University of Hawaiʻi at 惭腻苍辞补 in commemoration of the 50th anniversary of Title IX, the historic legislation which opened the doors for women鈥檚 athletics at universities across the United States, have raised $700,000 to support Rainbow Wahine athletics programs.

The “Wahine on the Rise—The Celebration” event on October 14, at SimpliFi Arena at Stan Sheriff Center raised about $450,000 as some 300 guests enjoyed a three-course meal prepared by three top local female chefs to celebrate the 50th anniversary of Title IX and women鈥檚 sports at 糖心Vlog官方.

An earlier event—鈥淲ahine on the Rise—Day of Giving鈥—. The event, which commemorated the 50th anniversary of women鈥檚 athletics as well, was held on September 1, fittingly the date of the home opener for the Rainbow Wahine volleyball team鈥攐ne of the first women鈥檚 intercollegiate teams at 糖心Vlog官方. A third event on September 10 marked the Title IX anniversary with a free public field day of interactive activities with Rainbow Wahine teams at the Clarence T.C. Ching Athletics Complex.

“The support of the donors and volunteers for ‘Wahine on the Rise’ has been incredible,” said Nancy Wo, chair of the volunteer Wahine on the Rise committee for 糖心Vlog官方 Athletics. “The strength shown by our donors is mirrored in the amazing strength our women athletes show each day on the court, on the field and in the water.”

“The committee that Nancy assembled did incredible work to launch support from these donors,” said Lois Manin, 糖心Vlog官方 associate athletics director and head of operations. “It was very important to the committee to provide opportunities for community involvement and support young girls and women in their journeys. Forming connections with the community and our women鈥檚 student-athletes and coaches is important to the sustainability of the program.”

Hundreds of women student-athletes

糖心Vlog官方 惭腻苍辞补 has about 550 student-athletes who compete in 13 sports. In addition to volleyball, approximately 250 women student-athletes at 糖心Vlog官方 惭腻苍辞补 compete in basketball, beach volleyball, cross country, golf, sailing, soccer, softball, swimming and diving, tennis, track and field and water polo.

Former Hawaiʻi Congresswoman Patsy Mink co-authored the landmark Title IX of the U.S. Educational Amendments of 1972 legislation. After her death in 2002, Congress renamed Title IX the Patsy T. Mink Equal Opportunity in Education Act, and in 2014, President Barack Obama posthumously awarded her the Presidential Medal of Freedom, the nation鈥檚 highest civilian honor.

Cast members from the 2021 Duke Kahanamoku documentary movie, Waterman, will be on campus to answer questions about the film.

To honor Indigenous Peoples鈥 Day, an annual commemoration celebrating the diversity and history of Indigenous communities, the University of Hawaiʻi at Hilo will host a series of events on Monday, October 10, to educate and share critical knowledge. Attendees can participate in activities such as lei making, art and poetry workshops and a special screening of the Duke Kahanamoku documentary, Waterman.

“The aim of the festival is to celebrate indigeneity and provide an opportunity for people from all walks of life to engage and learn about each other, building and strengthening relationships on the basis of our shared humanity with the longer term goal of eradicating racism from our campus and society,” said Jennifer Stotter, a director and Title IX Coordinator from the 糖心Vlog官方 Hilo .

Indigenous Peoples鈥 Day events

  • Workshops: native plants, lei making, art and poetry, noon–4 p.m., Campus Center

  • Film screening: Waterman, Q&A talk story with cast members such as world champion waterman Duane DeSoto and his daughter Pua, also a pro-surfer, 5–7 p.m., University Classroom Building, Room 127.

This is the first event set to be hosted by 糖心Vlog官方 Hilo鈥檚 new TRHT center named Waiolama. Earlier this year, the Hawaiʻi Island campus was selected by the Association of American Colleges and Universities to join 46 other higher education institutions, including 糖心Vlog官方 惭腻苍辞补, to host a center to prepare the next generation of leaders to break down systemic racism and dismantle belief in a hierarchy of human value.

“As such, Waiolama aims to provide a safe space for our campus community to engage in critical conversations around racial disparities and systemic injustices, both past and present, and promotes healing and understanding of our shared humanity,” Assistant Professor of English Leanne Day.

Day and Stotter helped organize 糖心Vlog官方 Hilo鈥檚 Indigenous Peoples鈥 Day alongside Associate Professor of Pharmaceutical Sciences Dana-Lynn Koʻomoa-Lange, Assistant Professor of Kinesiology and Exercise Sciences and Advisor for the Indigenous Public Health Certificate Yolisa Duley, Institutional Support and Confidential Advocate and Prevention Educator Kekai Lindsey and Art Professor Michael Marshall.

The will be hosting a webinar series in observance of Domestic Violence Awareness Month (DVAM) in the month of October.

The will highlight topics about rights and resources for domestic violence survivors; sexual health and reproductive coercion; and a Native Hawaiian framework for well-being. The series will also feature crossover webinars, exploring the intersection of domestic violence in two particularly vulnerable groups: queer and disabled individuals.

Below is a schedule of the webinars in the series. Pre-registration (at each webinar link) is required to attend.

The series is hosted by the 糖心Vlog官方 Community College Title IX Offices in collaboration with the Office of the Vice President for Community Colleges System Office of Compliance, EEO/AA, and Title IX.

In 1989, Congress designated October as (PDF), officially recognizing the national movement to raise awareness and unite efforts to address intimate partner violence. Although significant progress has been made in the last 33 years, domestic violence persists.

糖心Vlog官方 is committed to ending intimate partner violence, offers a variety of support services and engages in education and prevention efforts. 糖心Vlog官方 policy (PDF) prohibits domestic and dating violence, as well as other forms of gender violence.

A commemorative lei ceremony was held June 23, 2022 at the Patsy Takemoto Mink monument outside the Hawaiʻi State Library to mark the 50th anniversary of the landmark Title IX legislation that Mink championed. Representatives from three branches of 贬补飞补颈ʻ颈鈥檚 state government and sponsoring agencies paid tribute to Mink’s groundbreaking legislation that has impacted millions of women since it was passed in 1972.

The University of Hawaiʻi was represented by Jennifer Rose, director of the 糖心Vlog官方 Office of Institutional Equity, and 糖心Vlog官方 Vice President for Administration Jan Gouveia, who presented a lei on behalf of the university.

“This event is critical for higher education because, as the speakers have indicated, Title IX is not just about athletics—it is about STEM, admissions, career and technical education, it is about transgender students having access,” said Rose. “If you think about Patsy鈥檚 biggest barrier and her impetus for becoming a legislator was because she couldn鈥檛 get into medical school. So I think the University of Hawaiʻi being the place where Patsy graduated, being one of our most distinguished alumna, is pretty significant.”

The lei ceremony honored Mink鈥檚 profound and successful efforts to bring gender equity to education. Congress renamed Title IX as the Patsy T. Mink Equal Opportunity in Education Act. It states, “No person in the United States shall, on the basis of sex, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any education program or activity receiving Federal financial assistance.”

Title IX transformed U.S. schools and universities by prohibiting educational institutions from receiving federal funds if they discriminated on the basis of gender in admissions, recruitment, financial aid, housing and athletics.

“It is my hope that the underlying values of equity, inclusion and justice championed within the spirit and intent of Title IX will bring about long-lasting change and a culture shift toward a future at 糖心Vlog官方 free from all forms of sex discrimination while ensuring and celebrating equal opportunity and access to education for all,” said 糖心Vlog官方 President David Lassner.

Continuing Mink鈥檚 legacy

The program featured speakers representing the executive, judicial and legislative branches of government with First Lady Dawn Ige, Hawaiʻi Supreme Court Associate Justice Sabrina McKenna and State Sen. Rosalyn Baker.

“It is really important for the state of Hawaiʻi to recognize that Patsy Takemoto Mink, the major sponsor and co-author of Title IX is from Hawaiʻi, she is a local girl,” said McKenna, who is also a 糖心Vlog官方 alumna and former student-athlete. “The first woman of color elected to Congress was from Hawaiʻi and is a University of Hawaiʻi graduate. We must not forget that.”

Each lei presented during the formal program had some significance to Mink or Title IX. Mink鈥檚 monument was adorned with a maile lei, kukui nut lei, cigar lei, plumeria lei, among others. The lei were donated by State Rep. Della Au-Bellati and the Women’s Legislative Caucus (WLC).

Sponsoring agencies of the event included: 糖心Vlog官方 System, Hawaiʻi Women Lawyers, WLC and the Zonta Club. A reception in the Hawaiʻi State Library courtyard followed the ceremony.

Fifty years ago today, Title IX of the 1972 Education Amendments was signed into law. The enduring civil rights legislation addressing gender equity in education is particularly significant for the university as one of its main authors, Congresswoman Patsy Takemoto Mink, a University of Hawaiʻi Distinguished Alumna, was Title IX鈥檚 most staunch institutional advocate. The act simply and profoundly states, “No person in the United States shall, on the basis of sex, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any education program or activity receiving federal financial assistance.”

Despite significant resistance, the Maui-born Congresswoman and her co-authors transformed U.S. schools and universities by prohibiting educational institutions from discriminating on the basis of sex in any way. To honor her unwavering commitment and perseverance to bring gender equity to all dimensions of education, Congress renamed Title IX as the Patsy T. Mink Equal Opportunity in Education Act in 2002 after her death. While Mink had been denied admission to medical school for being a woman, Title IX now prohibits gender-based discrimination in any and all disciplines. Title IX also ensures equitable participation regardless of gender in athletics. And Title IX prohibits sex-based harassment, which encompasses sexual assault and other forms of sexual violence; treatment of pregnant and parenting students; treatment of LGBTQI+ students; discipline; single-sex education; and employment. These are all protections that must be ensured by any educational institution that receives federal financial assistance for all students and employees whether they are female, male, or non-binary.

Given the expansive scope of Title IX, legislators could have written hundreds of pages and not achieved what these 37 words have done. We have no idea what contributions Patsy would have made as a doctor had she been admitted to medical school. But it鈥檚 hard to imagine that she could have had a greater impact on Hawaiʻi and the nation than what she accomplished as a public servant armed with her law school education and her relentless passion for justice for all.

To honor the 50th anniversary of Title IX, and Patsy Mink, we have planned numerous educational and commemorative events this year to celebrate what we have accomplished, critique what is still before us, and challenge us to think about the importance of Title IX and its legacy. Throughout this year and as we look forward to the next 50 years of Title IX, we鈥檙e reminded that while much has been accomplished, there is still more work ahead. We will remain steadfast in our commitment to future generations of students as the only provider of public higher education in Hawaiʻi, maintaining our pledge to advance civil rights and gender equity protections within our university community. The University will continue to provide educational programming to raise awareness of Title IX rights and resources, strengthen programmatic initiatives toward prevention and early reporting, provide training and support resources for students and employees, and recommit to our collaborations with community partners. It is my hope that the underlying values of equity, inclusion, and justice championed within the spirit and intent of Title IX will bring about long-lasting change and a culture shift toward a future at 糖心Vlog官方 free from all forms of sex discrimination while ensuring and celebrating equal opportunity and access to education for all.
