Disassembly of the (CSO) 34-foot diameter telescope on Maunakea began the week of August 28. The entire decommissioning process is expected to be completed by summer 2024 and cost more than $4 million. CSO is the first observatory to be removed under the Decommissioning Plan of the University of Hawaiʻi Maunakea Comprehensive Management Plan.

“Our team has started working inside the observatory to take apart the telescope and get it ready for removal,” Caltech physics professor and Caltech Submillimeter Telescope Director Sunil Golwala said. “The aluminum panels that make up the reflecting surface of the telescope have been removed and packed. The secondary mirror and its support structure were removed last week.”

CSO said that there are monitors for all phases of the project, including decommissioning, cultural, construction and archeological monitors, in accordance with the permits guiding the telescope鈥檚 removal.

CSO came online in 1987 and opened a new submillimeter window into the universe.

Workers will use a crane and a manlift to disassemble the telescope and its mirror and then transport it down the mountain in shipping containers. A cultural practitioner conducted a blessing at the site and also an orientation for the staff before the work began.

This phase of the decommissioning process is expected to be completed by the end of September. The next phase will be the removal of the remaining buildings and infrastructure.

“Removal of above-ground structures and below-ground infrastructure will be deferred to next spring because of inclement winter weather,” said Golwala. “Restoration to the level approved under our permit will occur next summer after all structures are removed.”

The physical removal of the Caltech Submillimeter Observatory (CSO) on Maunakea is scheduled to begin by early May after extensive planning and permitting, according to an April 6 . CSO is following the (PDF) of the (PDF) for the observatory removal and site restoration.

“Over the winter, we finalized plans and prepared permitting applications to remove the telescope and transport it from the mountain,” said CSO Director Sunil Golwala in the release. “To transport the main mirror of the telescope to the harbor will require several road closures. We are alerting state and county agencies, the University of Hawaiʻi at Hilo (CMS) and the community at each step.”

CSO is one of two Maunakea observatories expected to be fully decommissioned in 2023. The physical removal of the 糖心Vlog官方 Hilo Hōkū Keʻa observatory is expected to begin in the fall.

“Decommissioning an observatory is a complicated process involving regulatory approvals ensuring environmental stewardship and public safety,” said 糖心Vlog官方 Hilo CMS Executive Director Greg Chun. “The progress being made on the decommissioning of the first two observatories on Maunakea honors a longstanding commitment made by the university. We will complete this important work as we continue to work diligently on the transition to the Maunakea Stewardship and Oversight Authority.”

CSO is coordinating with the Hawaiʻi Department of Transportation, Hawaiʻi County Police Department and County of Hawaiʻi Department of Public Works on road permitting requirements for transporting the telescope鈥檚 34-foot diameter primary reflector to Kawaihae Harbor on the Kona coast.

The entire removal process including a practice run is expected to take about six weeks and will involve publicly announced road closures. Much of the work and major road closures will take place between 10 p.m. and 5 a.m. to minimize public impact. A map of the anticipated transport route can be found .

“Other telescope parts will be taken down from the summit as weather permits,” said Golwala. “As those parts are smaller, no road closures will be required.”

Once the telescope is removed, the buildings that housed the CSO telescope will be dismantled and the site restored. As required is the sublease for CMS, CSO is paying for the decommissioning, which is expected to exceed $4 million.

The decommissioning of University of Hawaiʻi Hōkū Keʻa Observatory on Maunakea met a critical milestone. After months of evaluation and outreach, 糖心Vlog官方 has determined that the proposed project will have no significant adverse environmental impacts, as documented in the Final Environmental Assessment (EA) and Finding of No Significant Impact (FONSI) published in The Environmental Notice on June 23, 2022. The EA prepared by SSFM International Inc. for 糖心Vlog官方 Hilo describes the proposed project, documents potential impacts to resources, and proposes measures to avoid, mitigate, and minimize potential impacts after considering public and agency comments.

The proposed project reviewed in the final EA includes the removal of two buildings and supporting infrastructure, and restoration of the site to its original state, as much as possible.

The Hawaiʻi Department of Land and Natural Resources can now complete its review of 糖心Vlog官方鈥檚 application for a conservation district use permit (CDUP). DLNR will then present the CDUP application to its Board of Land and Natural Resources for its consideration and approval. If the permit is issued, the university can begin the removal of the observatory and site restoration. The decommissioning is tentatively scheduled to be completed by late 2023. 贬艒办奴 Ke驶a is one of two Maunakea telescopes undergoing decommissioning. The removal of the Caltech Submillimeter Observatory (CSO) is tentatively scheduled to be completed by Caltech in late 2023.

Located on the southeastern side of the 528-acre astronomy precinct on the summit of Maunakea, the Hōkū Keʻa site was built by the U.S. Air Force in 1970 and was one of the first observatories on Maunakea before it was given to 糖心Vlog官方 Hilo.

After lengthy consultation with the Maunakea Management Board and Kahu Kū Mauna, 糖心Vlog官方 is in the planning process to install a new teaching telescope for 糖心Vlog官方 Hilo, a state-of-the-art, 0.7-meter telescope system, in a small structure at the Halepōhaku mid-level facility on Maunakea.

The University of Hawaiʻi is seeking public input on an update to the 2009 Maunakea Comprehensive Management Plan (CMP), the management framework approved by the Board of Land and Natural Resources (BLNR) for Maunakea lands managed by 糖心Vlog官方. The 2009 CMP identified 103 management actions addressing existing and future activities and uses, such as astronomy, recreational activities, commercial activities, scientific research, cultural activities and religious activities.

The 2009 CMP, 2022 Master Plan and the Maunakea Administrative Rules are the three primary tools that guide the 糖心Vlog官方 Hilo (CMS), the unit responsible for lands managed by 糖心Vlog官方 on the mauna.

糖心Vlog官方 is asking the public to provide feedback on 鈥嬧媡he Comprehensive Management Plan 2022 Supplement: Management Action Updates (CMP Supplement). The draft CMP Supplement updates the 2009 CMP management actions, provides concise guidance on implementing the updated management actions and establishes clear measurements of progress. Key updates to the management actions include:

  • Improve coordination with the Native Hawaiian community and protection of Maunakea鈥檚 resources (cultural, natural and scientific).
  • Incorporate possible approaches to 糖心Vlog官方 access management to minimize the potential impacts of activities and uses.
  • Refine the management of activities and uses within the built environment to reduce potential impacts.

The draft CMP Supplement does not propose projects or land uses. It must be approved by the 糖心Vlog官方 Board of Regents (BOR) and then approved by the BLNR at public meetings to take effect.

Adaptive management used to develop CMP supplement

The draft CMP Supplement updates the 2009 CMP management actions using the adaptive management principle to improve management activities based on new data.

The formal process, outlined in the 2009 CMP, utilizes learned outcomes, information/data collected (including 糖心Vlog官方 annual reports to Department of Land and Natural Resources, Outcome Analysis Report), and input from resource experts (including Native Hawaiian cultural practitioners, state agencies, etc.). This information informed whether each of the 2009 CMP management actions would be left intact, updated, adapted or eliminated if completed.

Public feedback encouraged

Public input will be accepted through March 31, 2022 and comments can be made directly on the draft CMP supplement at . There will be a link at the top page to an easy-to-use online platform that simplifies public review and engagement. It provides background information and easy-to-follow instructions on providing feedback online, via telephone messages and by mail.

“All of us have an interest, no matter what that interest may be鈥攃ultural, environmental, commerCIAl, recreational鈥攊n participating in this important process,” said Greg Chun, the CMS executive director. “We need to hear from everyone on what we鈥檙e proposing to do in this update to the CMP, which has already had a tremendous impact on improving the stewardship of the mauna.”

The draft CMP Supplement will be amended based on the public comments/feedback received and go to the BOR for public review and possibly further changes. Upon BOR approval, it is anticipated to go before the BLNR later this year.

Management plans and land authorization updates

CMS has been in the process of updating its management tools, with extensive public outreach, to improve the stewardship of the mauna:

  • The new Master Plan adopted by the BOR in 2022 guides land-use decisions and replaces the 2000 Master Plan.
  • Administrative Rules signed by Gov. David Ige in 2020 addresses public and commerCIAl activities on lands managed by 糖心Vlog官方 on Maunakea.
  • The CMP, which is currently being updated, was approved by the BLNR in 2009 to provide a comprehensive management framework.

糖心Vlog官方 is also working on an Environmental Impact Statement (EIS) that will address proposed future 糖心Vlog官方 land authorization for Maunakea as the end of 糖心Vlog官方‘s current 65-year lease in 2033 approaches. The draft EIS is tentatively scheduled for release for public comment around midyear 2022.

糖心Vlog官方 is asking that individuals with information on the cultural resources, practices, and beliefs found and practiced within lands managed by 糖心Vlog官方 on Maunakea participate in a Cultural Impact Assessment (CIA), which is part of the draft EIS. The University of Hawaiʻi is seeking persons with expertise on the cultural resources, practices and beliefs found and practiced within 糖心Vlog官方 managed areas on Maunakea. Through this effort, the university will advance its understanding of the role of Maunakea in Hawaiian culture and the possible effects on cultural practices by future land authorizations.

This outreach effort will contribute to the preparation of a Cultural Impact Assessment (CIA) for an Environmental Impact Statement (EIS) that will address proposed future 糖心Vlog官方 land authorization for Maunakea. 糖心Vlog官方鈥檚 current land authorization for the mauna, a 65-year lease, ends in 2033.

The CIA will identify and evaluate the possible cultural impacts of the alternatives being considered in the EIS including:

  1. a new land authorization comprising the existing 糖心Vlog官方 managed lands on Maunakea;
  2. a new land authorization for a substantially smaller area comprised of the area where existing astronomy facilities are located, Halepōhaku, and the roadway connecting the two areas; and
  3. the no action alternative.

Many past studies, including several by 糖心Vlog官方, have documented the significance of Maunakea in Hawaiian culture. Since those studies were published, community interest has increased and a new generation of cultural practitioners have become active. Both new and longstanding practitioners are encouraged to participate in the process.

Responses to the questionnaire will help 糖心Vlog官方 identify individuals to be interviewed to further inform the CIA. Engine fire ignites flames on the road to the summit

The University of Hawaiʻi Maunakea Rangers responded to a tour van fire about halfway up Maunakea Access Road Tuesday, November 9, near the 13,803-foot summit. The vehicle was engulfed in flames when the rangers arrived after the driver quickly evacuated the eight passengers after smelling smoke. Rangers said the swift action by the driver likely prevented injuries and saved lives as fire burns more rapidly at higher elevations.

“When we arrived on scene, explosions were coming from the vehicle, and our priority was to keep everyone away from harm and make sure that emergency response was called,” said Maunakea Ranger Oscar Pouoa.

The Maunakea Rangers, who are part of the 糖心Vlog官方 Hilo (CMS), were the first emergency personnel to arrive on scene, about 5 minutes after the first report. With the assistance of Maunakea Observatory staff, they secured the scene and transported the passengers to the Halepōhaku mid-level facility. A federal fire crew from the Pōhakuloa Training Area Fire, based 12 miles away, arrived 30 minutes later and extinguished the flames. The fire completely destroyed the van, and no other damage was reported in the area.

“This is an important reminder that the mauna can be as dangerous as it is awe inspiring,” said CMS Executive Director Greg Chun. “It’s isolated, we can experience extreme temperatures and conditions, and fire burns faster on the summit. That’s why our rangers are a key part of the Center of Maunakea Stewardship, where we also work hard to build relationships with multiple agencies to ensure coordination when responding to emergencies like this one.”

Chun added that emergency services may be two hours away from the summit area, cell phone coverage is unreliable, and there is only one public emergency phone on the summit.

With winter approaching and anticipated summit traffic typical after a heavy snowfall, CMS is urging visitors to exercise caution when traveling and visiting the summit of Maunakea. 糖心Vlog官方ors can monitor weather and road conditions online.

Everyone is encouraged to act in a safe and responsible manner while on Maunakea and look out and care for others because of the dangerous conditions. Please be respectful of the fact that Maunakea is one of the most revered places in Hawaiʻi, and many visit the mauna for cultural and religious practices. The is seeking public input on the decommissioning of the 贬艒办奴 Keʻa telescope on the summit of Maunakea. Decommissioning includes the deconstruction and removal of the telescope facility and the restoration of the site. The Maunakea Management Board approved 糖心Vlog官方 Hilo鈥檚 Notice of Intent to decommission 贬艒办奴 Keʻa on February 18, 2020, with the condition that the university simultaneously proceed with the planning and permitting for a new educational telescope for 糖心Vlog官方 Hilo students and the Hawaiʻi Island community. Planning and permitting for a new educational telescope is a separate process that will also include identifying a location.

贬艒办奴 Keʻa is one of the first two telescopes set to be decommissioned on 糖心Vlog官方-managed Maunakea lands. The decommissioning of 贬艒办奴 Keʻa is anticipated to be completed in mid-to-late 2023.

The decommissioning of the second Maunakea telescope, California Institute of Technology Submillimeter Observatory (CSO), is tentatively scheduled to begin in 2021 and the restoration of the site to be completed by mid-to-late 2022. CSO is currently drafting its site decommissioning plan.

Editor’s update, June 19, 2020: The 糖心Vlog官方 Board of Regents deferred action on the measure at its May 21 meeting. The proposed plan for unification and restructuring of the internal management and stewardship of Maunakea is expected to go to the board for a vote in 2020, possibly as early as the August 20 full board meeting.

A plan to restructure the internal management of University of Hawaiʻi-managed lands on Maunakea was presented to the 糖心Vlog官方 Board of Regents (BOR) on April 16. The plan covers all operating and advisory units associated with Maunakea and will make operations and management more efficient, effective and transparent.

The restructuring plan is one of 11 action items required by the November 2019 BOR resolution directing 糖心Vlog官方 leadership to strengthen its stewardship of Maunakea and is responsive to a recent fiscal review conducted by the 糖心Vlog官方 Office of Independent Audit.

Under the new structure, the lead organization will be the Center for Maunakea Stewardship, reporting directly to the 糖心Vlog官方 Hilo chancellor. The center will be accountable and responsible for all strategic implementation, planning, permitting, compliance oversight, outreach and research and academic coordination.

This internal restructuring is intended to optimize existing resources, competencies and relationships by establishing clear reporting, collaboration and advisory structures. It would bring together the Office of Maunakea Management and Maunakea Support Services (MKSS) while clarifying collaborative roles for the Institute for Astronomy and 驶Imiloa Astronomy Center. The roles of the major community advisory groups鈥擬aunakea Management Board, the Kahu K奴 Mauna Native Hawaiian advisory council and the Environmental Council鈥攚ould be strengthened to provide for engagement in strategy and policy matters. The role of the MKSS Oversight Committee (currently consisting of representatives of the various Maunakea Observatories) would also be formally articulated.

“This proposed management structure will improve transparency and lines of accountability, and clarify 糖心Vlog官方鈥檚 oversight and stewardship roles in the broader Maunakea community and through the eyes of key stakeholders,” said Greg Chun, 糖心Vlog官方 executive director of Maunakea stewardship. “It will optimize existing resources, competencies and relationships; better reflect stakeholder representation and maintain governance continuity, which is important for discussions surrounding the future of astronomy on Maunakea.”

The plan was informed by input from the Maunakea Management Board, Kahu K奴 Mauna, the Maunakea Observatories, state and private sector land owners/managers and other Hawaiʻi Island community stakeholders, as would be its implementation. Following the discussion at its April meeting, the Board of Regents proposed to formally consider approving the restructuring plan at its May meeting.

What might a new Maunakea governance structure look like?

Another action item called for by the BOR in its 2019 resolution was for the administration to consider and analyze alternative governance structures for Maunakea that the state may choose to advance in the future. Chun presented to the BOR for discussion four models that have been developed with broad input from 糖心Vlog官方 and non-糖心Vlog官方 stakeholders, and discussed in multiple venues. The four alternatives presented include:

  1. Creating a new Maunakea Stewardship Authority attached to a state agency, which would hold the master lease and be responsible for all aspects of managing and stewarding the mountain and astronomy support;
  2. Eliminating the master lease and having Board of Land and Natural Resources (BLNR) and Department of Land and Natural Resources directly responsible for all aspects of managing and stewarding the mountain and astronomy support;
  3. Issuing a new master lease to a new third party selected by BLNR through some process to be determined; and
  4. Establishing a collaborative stewardship model for Maunakea involving all stakeholders in which 糖心Vlog官方 would hold a master lease only for what is referred to as the astronomy precinct and Hale P艒haku.

Chun highlighted other examples in Hawaiʻi on which these models were patterned and shared the considerations that might drive a decision by state policymakers as to the preferred model moving forward. These alternatives will be further explored in partnership with DLNR in consultation with the community.

“It is important that the regents and our policymakers have a full understanding of possible alternatives when it comes to the management of the mauna, to chart the best path forward, not just for 糖心Vlog官方 and astronomy, but for the state,” said Chun.

The (VIS) on Hawaiʻi Island will suspend operations starting Sunday March 15, in response to the COVID-19 situation.

The move is being made as a health and safety measure as many other operations around the state and the world are conducting similar closures. The closure is effective as of 6 p.m. on March 15.

“We understand that the 糖心Vlog官方or Information Center is helpful to those who visit Maunakea,” General Manager of Maunakea Observatory Support Services Stewart Hunter said. “However, we want to be prudent for the welfare of our visitors and our staff during this extraordinary time. We appreciate the understanding of the public.”

The decommissioning of two telescopes on University of Hawaiʻi-managed lands on Maunakea is tentatively scheduled to be completed by 2023. This is according to an update provided by the university to the 糖心Vlog官方 Board of Regents (BOR) at the board鈥檚 February 20 meeting at 糖心Vlog官方 West Oʻahu. The California Institute of Technology (Caltech) Submillimeter Observatory and the 糖心Vlog官方 Hilo 贬艒办奴 Keʻa teaching telescope are both making progress in the extensive decommissioning process, according to 糖心Vlog官方 Executive Director of Maunakea Stewardship Greg Chun, who provided the update to the regents.

The BOR adopted a resolution in November 2019 directing 糖心Vlog官方 leadership to strengthen its stewardship of Maunakea and report back regularly on the progress of 11 action items. The first action item in the resolution is the decommissioning of Caltech Submillimeter Observatory (CSO) and 贬艒办奴 Keʻa.

Telescope decommissioning process

The 2010 Decommissioning Plan for the Maunakea Observatories, a sub-plan of the Maunakea Comprehensive Management Plan, describes the four-step decommissioning process for the removal of an observatory followed by a site restoration to its original state, to the greatest extent possible.

糖心Vlog官方鈥檚 Office of Maunakea Management (OMKM) is responsible for coordinating the overall process and coordinating with the State of Hawaiʻi and the Department of Land and Natural Resources. The respective observatory is responsible for preparing the Site Decommissioning Plan along with compliance and permit documents and implementing decommissioning.

CSO is the first telescope/observatory to undertake the decommissioning process after it announced it would cease operations. The deconstruction and site restoration work is tentatively scheduled to begin in 2021 and be completed by mid-to-late 2022. The financial responsibility of the removal and site restoration rests fully with Caltech. The decommissioning will include the removal of the dome, outbuildings and related infrastructure along with the restoration of the site. The astronomical instruments inside the observatory have already been removed.

CSO is now finalizing the draft Environmental Assessment (EA) after completing the required technical surveys, including an Environmental Site Assessment and a Hazardous Materials Assessment. Caltech commissioned a number of studies for the process including an archeological assessment, a cultural setting analysis, a hydrogeological evaluation, a biological inventory, a biological setting analysis, a traffic analysis and an asbestos/lead paint/mold survey.

Along with completing the draft EA, which describes the site as well as the potential impacts of the decommissioning process, CSO is also in the process of completing the historic preservation review, Draft Mitigation/Monitoring Plan and Decommissioning Funding Plan.

As part of the process laid out in the 2010 Decommissioning Plan for the Maunakea Observatories, CSO is also required to complete a Site Deconstruction and Removal Plan and a Site Restoration Plan, all of which are subject to approval by OMKM and the appropriate agencies (along with the necessary permits) before deconstruction can begin.

The deconstruction and site restoration of 贬艒办奴 Keʻa is tentatively scheduled to begin in early 2023 and take about six months. The project will follow the detailed process in the Decommissioning Plan for the Maunakea Observatories.

On February 18, 2020, the Maunakea Management Board approved 糖心Vlog官方 Hilo鈥檚 Notice of Intent to decommission the 贬艒办奴 Keʻa telescope on the condition that the university simultaneously proceed with the planning and permitting for a new teaching telescope for 糖心Vlog官方 Hilo students and the Hawaiʻi Island community. The process includes identifying a new location, possibly the Hale P艒haku mid-level facilities on Maunakea. The university is financially responsible for the decommissioning of 贬艒办奴 Keʻa and establishing the new 糖心Vlog官方 Hilo teaching telescope.

The university selected a construction project management firm in February 2020 to handle the planning and permitting for the telescope decommissioning that includes preparing the Environmental Assessment, hazardous material assessments, State Historic Preservation Division clearances, Conservation District use application, design/bid construction package and the archeological plan along with the community consultation, the Kahu K奴 Mauna (Native Hawaiian volunteer community-based advisory council) review and acquiring the necessary permits.

The university is in the process of awarding a contract to identify a new location and begin the planning process for the 糖心Vlog官方 Hilo teaching telescope, which would be considerably smaller than the current telescopes on Maunakea.

Gov. David Ige has approved and signed the administrative rules for land managed by the University of Hawaiʻi on Maunakea. The rules were filed with the lieutenant governor鈥檚 office today and will take effect 10 days from filing—on Jan. 23, 2020.

The 糖心Vlog官方 Board of Regents adopted the rules on Nov. 6, 2019 after a special 11-hour meeting at 糖心Vlog官方 Hilo, where 99 people testified. During the meeting, regents amended the draft based on testimony from several public hearings where citizens expressed concerns that a provision related to group registration might impact the rights of Native Hawaiian cultural practitioners.

“With the opening of Maunakea Access Road and a return to normal activity on the mountain, I believe it is the right time to approve the rules,” said Gov. Ige. “I have personally observed that there was too much traffic on Maunakea and these rules will give the university the tools needed to better manage public and commercial access.”

The purpose of the rules, under HRS section 20-26-1, is to “provide for the proper use, management, and protection of cultural, natural, and scientific resources of the 糖心Vlog官方 management areas; to promote public safety and welfare by regulating public and commercial activity within the 糖心Vlog官方 management areas; to ensure safe and appropriate access to the 糖心Vlog官方 management areas for the public; and to foster co-management with the Department of Land and Natural Resources in 糖心Vlog官方 management areas.”

The final version of the rules is the result of extensive consultation and public outreach that included Native Hawaiian organizations, Hawaiʻi Island business organizations, commercial tour operators and government agencies including the Office of Hawaiian Affairs, Department of Land and Natural Resources, the Office of the Hawaiʻi County Mayor, the Maunakea Management Board, and Kahu K奴 Mauna.

“We are grateful to Gov. Ige and especially to all the stakeholders and members of the public who participated in the lengthy process,” said 糖心Vlog官方 President David Lassner. “With the adoption of these rules, 糖心Vlog官方 can now address the last of the remaining concerns of the State Auditor regarding our management of Maunakea.”

The first round of four public hearings on the initial draft was held in September 2018 on Hawaiʻi Island, Maui and Oʻahu. A revised draft was prepared based on comments and concerns received during those public hearings. Those comments and concerns were then shared with stakeholder groups and the public during a three-month, informal outreach process that began in January 2019.

A second round of four public hearings was held in June 2019 on Hawaiʻi Island, Maui and Oʻahu. The draft that the regents eventually adopted included revisions based on 738 written submissions and 225 oral testimonies during the two rounds of public hearings in 2018 and 2019.

“It is now time to utilize these rules to address the issues with excessive traffic that have been raised, as well as to issue new permits for commercial tour operations,” said 糖心Vlog官方 Hilo Chancellor Bonnie Irwin who has executive oversight responsibilities under the Master Plan and Comprehensive Management Plan for 糖心Vlog官方-managed lands on Maunakea. “We look forward to working with the community as we move forward.”

The University of Hawaiʻi acknowledges the reduction of state law enforcement presence on Maunakea initiated by Governor David Ige today. These past months have been difficult for everyone, and we deeply hope this provides a period of reflection for all to continue to seek a positive, peaceful and non-violent path forward on Maunakea and for Hawaiʻi.

糖心Vlog官方 continues to support the construction of the Thirty Meter Telescope (TMT) as part of a positive future for modern world-class astronomy on Maunakea, as we also embrace the decommissioning of multiple telescopes on the mauna and the commitments to stewardship, education and culture embedded in the permit conditions for the TMT and the resolutions of our Board of Regents.

糖心Vlog官方 believes that Maunakea is a place of inspiration, awe and spirituality for many where modern astronomy can and should coexist synergistically with traditional knowledge and culture to advance all the people of Hawaiʻi and the world.

I fully recognize that some Hawaiians consider Maunakea to be so sacred that it should not be the home for TMT or any modern observatory. For them, this sacredness outweighs any benefits of modern astronomy to human knowledge, scientific inspiration and discovery, education, or high-quality jobs. Thousands of Hawaiians and others have raised voices in opposition, and I am sorry for the pain that 糖心Vlog官方鈥檚 support of TMT and astronomy on Maunakea has caused.

At the same time, some Hawaiians and others have shared that they consider the study of astrophysics, the beginnings of the universe and the origins of mankind, to be the most spiritual of endeavors. Some consider the fact that Maunakea is the best site in the world for astronomical observation to be a gift to the people who were the best naked eye astronomers of their day—the Polynesians who first settled here after navigating to these most isolated of islands using their knowledge of the stars along with the ocean and winds, the clouds and the birds.

I am personally inspired by amazing collaborations over these past few years in which astronomers have been working together with cultural and language experts and educators: the connections being explored between modern astrophysics and the Kumulipo; the Maunakea Scholars Program through which Hawaiʻi high school students on every island are developing research proposals and answering their own questions using the best telescopes in the world; and Hawaiian-speaking students who have engaged with experts in ʻ艒lelo Hawaiʻi and astronomy to create new Hawaiian names for celestial bodies discovered in Hawaiʻi. These inspiring synergies show us the possibilities, and they are examples of collaborations that take place nowhere else on earth.

The university will also continue to strengthen our stewardship of Maunakea, which has become exemplary after the missteps of the first decades. The resolution adopted by the 糖心Vlog官方 Board of Regents in November 2019 commits us to redouble our efforts to accelerate decommissioning, to streamline our internal management model, to explore new collaborative approaches to stewardship and management, and to advance education and culture on the mauna.

We must also acknowledge that TMT and even Maunakea are not the sole root causes of the deep turmoil that Hawaiʻi has faced over these last months, including the reawakening of many to the need for justice. The historic wrongs against Native Hawaiians have resulted in many problems that have been intractable thus far: Hawaiian health disparities, shorter life spans, increased houselessness, lower educational attainment, economic inequality, increased incarceration rates and more. There is also much work ahead to help ensure and advance the revitalization and normalization of ʻ艒lelo Hawaiʻi and to bring back to the fore the wisdom of those who lived so sustainably in our islands prior to western contact. And we have yet to resolve complex policy issues around Hawaiian Home Lands, ceded lands and our ability to make difficult decisions as a community about complex projects.

糖心Vlog官方 must bring our consequential capacities to bear in collaboration with like-minded allies, whether opponents or supporters of TMT and astronomy, to address these many challenges and opportunities for Native Hawaiians and Hawaiʻi. At the same time, we have substantial work ahead on our campuses to advance healthy climates that ensure equity and respect among our incredibly diverse communities of students, faculty and staff of different backgrounds. practices and beliefs. We can and must be welcoming to all.

As we enter this holiday season and the beginning of a new decade, we celebrate, congratulate and honor our recent graduates. I hope we can all reflect on our opportunities as part of the University of Hawaiʻi, the institution that more than any other can lead the way to a better future for our islands and all who call Hawaiʻi home.

Maunakea and the full moon

The University of Hawaiʻi Board of Regents adopted a resolution directing 糖心Vlog官方 leadership to strengthen its stewardship of Maunakea. The resolution lists 11 action items and a timeframe for completion. The action was approved by a 9–0 vote, with one regent abstaining, at a November 6, special board meeting on the 糖心Vlog官方 Hilo campus.

In response to the testimony received, the regents also requested that the administration report back on what stakeholders would be involved in developing any reorganization and restructuring plan for the management of the mauna.

Here is the text of the resolution:

To Act on Items Relating to Maunakea Management

WHEREAS, the Board of Regents believes and acknowledges that Maunakea holds a special and important place in the history, culture, and hearts of the peoples of Native Hawaiian ancestry and all of Hawaiʻi; and

WHEREAS, Maunakea has become a symbol of Native Hawaiian self-determination; and

WHEREAS, the Board of Regents recognizes that the University of Hawaiʻi (“University”) has been criticized for past and present management of Maunakea; and

WHEREAS, the Board of Regents realizes that any mismanagement of Maunakea is hurtful and disrespectful to the sanctity and inviolability of this place to Native Hawaiians and others; and

WHEREAS, the Board of Regents in response to past criticisms, has clarified its roles, duties, and responsibilities beginning with the adoption of the Mauna Kea Science Reserve Master Plan (2000), Mauna Kea Comprehensive Management Plan 糖心Vlog官方 Management Areas (2009), A Cultural Resources Management Plan for the University of Hawaiʻi Management Areas on Mauna Kea (2009), Natural Resources Management Plan for the 糖心Vlog官方 Management Areas on Mauna Kea (2009), Public Access Plan for the 糖心Vlog官方 Management areas on Mauna Kea (2010), and Decommissioning Plan for the Mauna Kea Observatories (2010) (collectively hereinafter referred to as “Management Plans”); and

WHEREAS, under said Management Plans, the Board of Regents was principally responsible to fulfill and to carry out all of the recommendations, obligations, and duties promulgated under said Management Plans; and

WHEREAS, the Board of Regents takes its responsibility seriously and hereby affirms its commitment to follow through with the recommendations made in the Management Plans to better manage the impacts of the astronomy facilities and operations upon the natural environment, cultural resources, recreational resources, educational resources, and upon the broader community; and

WHEREAS, the Board of Regents has determined that there remain unmet responsibilities and ongoing compliance issues that have delayed completion of certain recommendations and requirements under the Management Plans; and

WHEREAS, THE Board of Regents therefore desires to remove any delays in compliance and to complete ongoing responsibilities in an accelerated and expeditious manner.

NOW, THEREFORE, BE IT RESOLVED that University of Hawaiʻi President David Lassner, University of Hawaiʻi at Hilo Chancellor Bonnie Irwin, University of Hawaiʻi Vice President Vassilis Syrmos, Maunakea Support Services (MKSS), Institute for Astronomy (IfA), Office of Maunakea Management (OMKM), and any other necessary, related management or operation entity be directed to cause the following action items to be accomplished in the timeframes as specified herein below:

  1. Two (2) observatory sites known as the Caltech Submillimeter Observatory and Hokukea site shall be decommissioned no later than December 31, 2021. For purposes of this resolution, the term “decommissioning” shall mean the complete removal of all man-made structures at each respective site bringing each site to as close as feasible to its natural state prior to construction. These will be the first two of five observatories to be decommissioned.
  2. A schedule of decommissioning of these two sites will be laid out on a Gantt chart or other similar visual schedule for each of the above sites indicating function and timeframe for each major step in the decommissioning process to achieve completion on or by December 31, 2021. The schedule for decommissioning shall be presented to the Board of Regents on or before its February 2020 meeting.
  3. A new educational telescope facility for the University of Hawaiʻi at Hilo shall be established on already developed land at Hale Pohaku or elsewhere, as soon as can be permitted, with a target date no later than December 31, 2021, to ensure the prompt availability of a teaching telescope. The Board of Regents shall support the funding of the planning, design, and construction of the new educational facility.
  4. On or by December 30, 2025, a determination will be made on the decommissioning of three (3) additional observatory sites based upon compliance with existing or future permits or governmental approvals. If decommissioning is required, the three (3) observatory sites will be identified and reported to the Board of Regents by January 2026.
  5. In collaboration with OMKM and MKSS, the ʻImiloa Astronomy Center shall develop a suite of educational programs regarding Maunakea including but not limited to Native Hawaiian culture, history, environmental, and biological considerations designed for tour guides and drivers, employees, contractors, recreational users, scientists and observatory workers, and visitors, as required by the Management Plans, by August 31, 2020. OMKM shall report to the Board of Regents on its plans and progress to implement said educational programs at its February 2020 meeting. Administration shall make a budget request during the 2020 legislative session to fund this action item.
  6. Administration shall make a CIP request during the 2020 legislative session for monies to plan, design, and construct an educational center at Hale Pohaku and/or another appropriate site on Maunakea that will educate visitors on cultural, environmental, and astronomy related topics relating to Maunakea.
  7. The Maunakea Master Plan update will accommodate uses by Native Hawaiian cultural practitioners.
  8. A reorganization and restructuring plan shall be presented to the Board of Regents as to all advisory, operating, and funding bodies involved in the management of Maunakea by April 2020. The purpose of the plan is to improve operations and management and make it more efficient, effective and transparent. The analysis will include consultation with the Maunakea Management Board, Kahu Kū Mauna and appropriate members of the Hawaii Island community. The reorganization and restructuring plan shall be embodied into a governance document that is approved by the Board of Regents
  9. As part of the reorganization and restructuring plan, an in-depth analysis will be done to determine whether the management of the Maunakea Science Reserve would be better served if transferred to a governmental authority or other third party entity, or through alternate management mechanisms (e.g., conservation easement agreement, etc.). The analysis will include consultation with the Maunakea Management Board, Kahu Kū Mauna and appropriate members of the Hawaii Island community. The results of this analysis will be presented to the Board of Regents by April 2020.
  10. The University will cooperate with the Department of Hawaiian Home Lands (DHHL) to resolve any outstanding issues relating to the roadway infrastructure on Maunakea and will seek opportunities to assist DHHL in its efforts to fulfill its trust duties and responsibilities on the use of its Maunakea lands.
  11. As permitted by law, the University should pursue a partnership with an appropriate agency or organization whose primary beneficiary is the Native Hawaiian community, to operate commercial shuttles and tours on Maunakea.

The resolution was drafted by the BOR Maunakea Governance Permitted Interaction Group formed in August 2019 and is intended to be dissolved following submission of its report and a proposed resolution to the BOR for its consideration. It was amended at the meeting after taking the testimony and regents taking stakeholder concerns into consideration.

The Maunakea Governance Permitted Interaction Group consisted of six regents, proposed the resolution after engaging with university administration, government officials and outside advisors and looked into issues related to the university鈥檚 stewardship and governance activities on Maunakea.

The 糖心Vlog官方 Board of Regents will consider the draft rules for adoption on Wednesday, November 6, 2019, at its regular meeting scheduled for 9:30 am, at 糖心Vlog官方 Hilo鈥檚 Performing Arts Center. At that meeting, the regents will also consider a proposed resolution regarding the stewardship of Maunakea that lists 12 action items for 糖心Vlog官方 leadership and a timeframe for completion.

Testimony on the agenda items may be submitted by email at bor.testimony@hawaii.edu and/or orally in person at the meeting. After reviewing and hearing the testimony at the November 6 meeting, the regents could adopt the latest draft, request a third round of formal public hearings on new draft rules that are substantially different from the current draft, or defer decision-making. If adopted by the regents, the rules will advance through the remainder of the administrative rules process to Gov. David Ige for final approval.

The purpose of the proposed administrative rules

The purpose of the proposed rules, under section 20-26-1, is to “provide for the proper use, management, and protection of cultural, natural, and scientific resources of the 糖心Vlog官方 management areas; to promote public safety and welfare by regulating public and commercial activity within the 糖心Vlog官方 management areas; to ensure safe and appropriate access to the 糖心Vlog官方 management areas for the public; and to foster co-management with the department of land and natural resources in 糖心Vlog官方 management areas.”

The first round of four public hearings on the initial draft of the administrative rules was held in September 2018 on Hawaiʻi Island, Maui, and Oʻahu. A revised draft was prepared based on the comments and concerns received during those public hearings. The revised draft was then shared with stakeholder groups and the public during a three-month, informal outreach process that began in January 2019.

A second round of four public hearings was held in June 2019 on Hawaiʻi Island, Maui, and Oʻahu. In addition to comments and suggestions received from outreach and consultation, the latest draft will include revisions based on 738 written submissions collected, and 225 oral testifiers recorded, during the two rounds of formal public hearings in 2018 and 2019.

Proposed resolution on Maunakea stewardship

The proposed resolution regarding the stewardship of Maunakea was drafted by the BOR Maunakea Governance Permitted Interaction Group, which was formed in August 2019 and is intended to be dissolved following submission of its report and a proposed resolution to the BOR for its consideration.

The group, consisting of six regents, proposed the resolution after engaging with university administration, government officials and outside advisors and looked into issues related to the university鈥檚 stewardship and governance activities on Maunakea. At the Nov. 6 meeting, the regents may adopt or amend the Maunakea stewardship resolution, or defer a decision.

The resolution below as approved by the University of Hawaiʻi Board of Regents at the Thursday, October 17 meeting held at Leeward Community College.

Urging de-escalation of tension and non-violent solutions within University of Hawaiʻi community regarding Maunakea

WHEREAS, the Board of Regents believes and acknowledges that Maunakea holds a special and important place in the history, culture, and hearts of the peoples of Native Hawaiian ancestry and all of Hawaiʻi; and

WHEREAS, meeting after meeting, testifiers have come to the Regents urging Kapu Aloha be exercised by all parties; and

WHEREAS, the conflict at Maunakea involves people on all sides of the issue who must make individual judgments of right and wrong; and

WHEREAS, each side shares in this personal responsibility to do what it can do to prevent violence which may cause injury or harm to others; and

WHEREAS, the Board of Regents desires to ensure that the University of Hawaiʻi and all of its units acknowledge their collective responsibility to work in the spirit of aloha; and

WHEREAS, when one faculty member recently made hurtful statements regarding Kamehameha Schools, in the spirit of reconciliation, University President David Lassner disavowed and apologized for those statements, as did the professor, and Kamehameha Schools acknowledged the apology; and

WHEREAS, the Board of Regents wishes to take this opportunity to call for all sides to similarly work toward a peaceful resolution and work together in the spirit of aloha.

NOW, THEREFORE, BE IT RESOLVED that the University of Hawaiʻi administration under the leadership of President David Lassner is encouraged to pursue good faith efforts to de-escalate tensions within the 糖心Vlog官方 community regarding Maunakea including exploring the use of hoʻoponopono, and to pursue non-violent solutions regarding Maunakea; and

BE IT FURTHER RESOLVED that University leadership continue to explore ways to learn from what is happening today to become a stronger community of learners, teachers, and scholars, with a shared commitment to civility and respect for one another.

Summit of Maunakea and its shadow

The proposed resolution was drafted by the BOR Maunakea Governance Permitted Interaction Group formed by the BOR at its August 2, 2019 special meeting. The resolution and report by the group are posted in the materials for the October 17 BOR meeting at Leeward Community College. This is a matter of procedure for Permitted Interaction Groups, pursuant to Section 92-2.5(b), HRS. No action or deliberation will occur on this item at the Leeward CC meeting, but will be taken up at the subsequent meeting scheduled for November 6, at 糖心Vlog官方 Hilo.

The group, consisting of six regents, engaged with university administration, government officials and outside advisors as it looked into issues related to the university’s stewardship and governance activities on Maunakea.

University of Hawaiʻi Board of Regents RESOLUTION To Act on Items Relating to Maunakea Management

WHEREAS, the Board of Regents believes and acknowledges that Maunakea holds a special and important place in the history, culture, and hearts of the peoples of Native Hawaiian ancestry and all of Hawaiʻi; and

WHEREAS, Maunakea has become a symbol of Native Hawaiian self-determination; and

WHEREAS, the Board of Regents recognizes that the University of Hawaiʻi (“University”) has been criticized for past and present management of Maunakea; and

WHEREAS, the Board of Regents realizes that any mismanagement of Maunakea is hurtful and disrespectful to the sanctity and inviolability of this place to Native Hawaiians and others; and

WHEREAS, the Board of Regents in response to past criticisms, has clarified its roles, duties, and responsibilities beginning with the adoption of the Mauna Kea Science Reserve Master Plan (2000), Mauna Kea Comprehensive Management Plan 糖心Vlog官方 Management Areas (2009), A Cultural Resources Management Plan for the University of Hawaiʻi Management Areas on Mauna Kea (2009), Natural Resources Management Plan for the 糖心Vlog官方 Management Areas on Mauna Kea (2009), Public Access Plan for the 糖心Vlog官方 Management areas on Mauna Kea (2010), and Decommissioning Plan for the Mauna Kea Observatories (2010) (collectively hereinafter referred to as “Management Plans”); and

WHEREAS, under said Management Plans, the Board of Regents was principally responsible to fulfill and to carry out all of the recommendations, obligations, and duties promulgated under said Management Plans; and

WHEREAS, the Board of Regents takes its responsibility seriously and hereby affirms its commitment to follow through with the recommendations made in the Management Plans to better manage the impacts of the astronomy facilities and operations upon the natural environment, cultural resources, recreational resources, educational resources, and upon the broader community; and

WHEREAS, the Board of Regents has determined that there remain unmet responsibilities and ongoing compliance issues that have delayed completion of certain recommendations and requirements under the Management Plans; and

WHEREAS, THE Board of Regents therefore desires to remove any delays in compliance and to complete ongoing responsibilities in an accelerated and expeditious manner.

NOW, THEREFORE, BE IT RESOLVED that University of Hawaiʻi President David Lassner, University of Hawaiʻi at Hilo Chancellor Bonnie Irwin, University of Hawaiʻi Vice President Vassilis Syrmos, Maunakea Support Services (MKSS), Institute for Astronomy (IfA), Office of Maunakea Management (OMKM), and any other necessary, related management or operation entity be directed to cause the following action items to be accomplished in the timeframes as specified herein below:

  1. Two (2) observatory sites known as the Caltech Submillimeter Observatory and Hokukea site shall be decommissioned no later than April 30, 2021. For purposes of this resolution, the term “decommissioning” shall mean the complete removal of all man-made structures at each respective site bringing each site to as close as feasible to its natural state prior to construction. These will be the first two of five observatories to be decommissioned.
  2. A schedule of decommissioning of these two sites will be laid out on a Gantt chart or other similar visual schedule for each of the above sites indicating function and timeframe for each major step in the decommissioning process to achieve completion on or by April 30, 2021. The schedule for decommissioning shall be presented to the Board of Regents on or before its February 2020 meeting.
  3. A new educational telescope facility for the University of Hawaiʻi at Hilo shall be established on already developed land at Hale P艒haku or elsewhere, as soon as can be permitted, with a target date no later than April 30, 2021, to ensure the prompt availability of a teaching telescope. The Board of Regents shall support the funding of the planning, design, and construction of the new educational facility.
  4. A third (3rd) observatory site known as the United Kingdom Infrafred Telescope (UKIRT) shall be decommissioned no later than December 2024. A Gantt chart or other similar visual schedule shall be provided to the Board of Regents by December 31, 2022. This will be the third of five observatories to be decommissioned.
  5. Since the fourth (4th) observatory site known as the Very Long Baseline Array (VLBA) observatory is already scheduled to be decommissioned by December 31, 2033, the last of the five sites to be decommissioned will be identified and designated to the Board of Regents on or by December 31, 2022.
  6. In collaboration with OMKM and MKSS, the ʻImiloa Astronomy Center shall develop a suite of educational programs regarding Maunakea including but not limited to Native Hawaiian culture, history, environmental, and biological considerations designed for tour guides and drivers, employees, contractors, recreational users, scientists and observatory workers, and visitors, as required by the Management Plans, by August 31, 2020. OMKM shall report to the Board of Regents on its plans and progress to implement said educational programs at its February 2020 meeting. Administration shall make a budget request during the 2020 legislative session to fund this action item.
  7. Administration shall make a CIP request during the 2020 legislative session for monies to plan, design, and construct an educational center at Hale P艒haku and/or another appropriate site on Maunakea that will educate visitors on cultural, environmental, and astronomy related topics relating to Maunakea.
  8. The Maunakea Master Plan update will accommodate uses by Native Hawaiian cultural Practitioners.
  9. A reorganization and restructuring plan shall be presented to the Board of Regents as to all advisory, operating, and funding bodies involved in the management of Maunakea by April 2020. The purpose of the plan is to improve operations and management and make it more efficient, effective and transparent. The reorganization and restructuring plan shall be embodied into a governance document that is approved by the Board of Regents.
  10. As part of the reorganization and restructuring plan, an in-depth analysis will be done to determine whether the management of the Maunakea Science Reserve would be better served if transferred to a governmental authority or other third party entity, or through alternate
    management mechanisms (e.g., conservation easement agreement, etc.). The results of this analysis will be presented to the Board of Regents by April 2020.
  11. The University will cooperate with the Department of Hawaiian Home Lands (DHHL) to resolve any outstanding issues relating to the roadway infrastructure on Maunakea and will seek opportunities to assist DHHL in its efforts to fulfill its trust duties and responsibilities on the use of its Maunakea lands.
  12. As permitted by law, the University should pursue a partnership with an appropriate agency or organization whose primary beneficiary is the Native Hawaiian community, to operate commercial shuttles and tours on Maunakea.

MaunakeaThe location of the University of Hawaiʻi Board of Regents decision-making meeting on the proposed administrative rules for 糖心Vlog官方 managed lands on Maunakea, scheduled for November 6, has been moved to the 糖心Vlog官方 Hilo campus. The special meeting was initially scheduled to be held at 糖心Vlog官方 West Oʻahu and is being relocated to Hawaiʻi Island to provide more opportunity for participation from the community most directly impacted by the proposed rules.

The latest draft of the rules follows eight public hearings on Oʻahu, Hawaiʻi Island and Maui during 2018 and 2019. The proposed rules will be publicly posted in advance of the November meeting so members of the public will have ample opportunity to provide written and oral in-person testimony. A minimum six-day notification is required and the university will publicly announce when the rules are available for review. The meeting agenda will also be posted with the exact time and location of the meeting, at least six days prior.

Section 20-26-1 of the proposed rules states that their purpose is to “provide for the proper use, management, and protection of cultural, natural, and scientific resources of the 糖心Vlog官方 management areas; to promote public safety and welfare by regulating public and commercial activity within the 糖心Vlog官方 management areas; to ensure safe and appropriate access to the 糖心Vlog官方 management areas for the public; and to foster co-management with the department of land and natural resources in 糖心Vlog官方 management areas.”

Aloha 糖心Vlog官方 students, faculty and staff—and welcome to the beginning of a new academic year!

I apologize for another long message to the University of Hawaiʻi Community, but this semester is beginning unlike any other in my experience as president. Hawaiʻi is facing one of our most challenging issues in decades, and it is impacting the academic experience for some of our students, faculty and staff.

So this note is not about supporting or opposing the Thirty Meter Telescope (TMT). Disagreement and controversy are part of what make a university great. Suppression of opinions, of any kind, stifles the kind of intellectual inquiry we are here to nurture and encourage.

But we must also be a place where our community learns to disagree respectfully, with civility and understanding of others and their perspectives. We learn from one another when we listen, not when we dismiss.听And whether we even realize it when we utter them, hurtful words cut off true discourse.

We must also be aware of the power differentials among us—between students and faculty in a classroom and between untenured faculty and those who may judge them. We should also acknowledge the many other forms of difference, including race, that inform our and others鈥 experiences of the world. There is no place, certainly not in our classrooms, for denigrating others.听At the same time, we must remain unwaveringly committed to the constitutional right to free speech guaranteed under the 1st Amendment to the U.S. Constitution.

Over the past weeks there has been extensive commentary on campus, in email and via social media, about hurtful interactions initiated by both supporters and opponents of TMT within the university and in the community. Direct follow-up in accord with applicable 糖心Vlog官方 policies has already been initiated in cases when formal complaints have been registered. 听

But we all have a role to play in creating a safe and welcoming environment. When we hear speech that goes from passionately academic to unbalanced and insulting, whether the speaker even realizes it or not, a colleague or friend has the best opportunity to influence corrective action that walks the conversation back. And we should all be aware that tendencies to inappropriate expression are greatest in email and with those we do not know. 听

Of great concern to me also has been recent pushback against our commitment to become a model indigenous serving institution.听Resistance has come from both directions, for different reasons.听For those who question how this commitment came about, I would note that we are not just a university in Hawaiʻi 产耻迟听the听鲍苍颈惫别谤蝉颈迟测听ofHawaiʻi. Our obligations as such have been widely articulated and increasingly embraced for decades now. See, for example:

These concepts are now formalized in Section III.C.3 and the elaboration in III.C.4.c of the Board of Regents statement of the Mission and Purpose of 糖心Vlog官方 at:

And these themes have been successively elaborated through campus and system strategic plans and directions using language like “Hawaiian Place of Learning” and “Model Indigenous Serving University.” And they have been acted on. 听

The 30+ years since the 碍础ʻ弄 report have seen the establishment of the only freestanding school of indigenous knowledge at a major research university (糖心Vlog官方 M膩noa) in the U.S., the only college dedicated to an indigenous language at a public comprehensive (糖心Vlog官方 Hilo) and an unprecedented increase in enrollment and degrees earned by Native Hawaiians across the 糖心Vlog官方 system; even OHA notes our progress on this:

There is more that has been done, and much more to do.

I absolutely do not see a focus on becoming a Hawaiian Place of Learning as turning back the clock or leaving non-Hawaiians behind. And I utterly reject the notion that science is in conflict with culture. Rather, I see 糖心Vlog官方 as working to integrate different ways of understanding and systems of knowledge—including those unique to Hawaiʻi—to the benefit and enrichment of all. 听

Some of my favorite examples of how science and culture can mutually inform and advance each other come from Hawaiʻi Island and astronomy, yes astronomy, where the observatory community is meaningfully engaged with Hawaiian culture and language.听See, for example, how Hawaiian-speaking students have learned to meld traditional Hawaiian naming practices with modern astrophysics to give names to celestial objects discovered using the resources of Hawaiʻi; these names have now been made official by the International Astronomical Union.

And here鈥檚 an example of a joint presentation by an observatory director and a Hawaiian faculty member with their first original thinking about bringing together current astronomical theories on the origins of the universe with the beginning of the Kumulipo.

Many more examples abound across 糖心Vlog官方 in areas of health, sustainability, earth and ocean sciences, general STEM and more.听We have studied how hula can advance health, and we have translated Hawaiian language newspapers from the 19th century to understand historic weather events.听Pre-contact Hawaiians sustained a population considered to be upwards of a million people using sophisticated practices of watershed management from mountain to reef (ahupuaʻa) from which we can learn useful practices today that can help Hawaiʻi and the world.听This kind of work is being done across the 糖心Vlog官方 System by a broad range of our faculty, staff and students.听

Integrating different ways of understanding (and our islands represent many cultures) is not only one of the ways the University of Hawaiʻi serves the people of Hawaiʻi—all our people—but it is also one of the ways we distinguish 糖心Vlog官方 from universities that could be anywhere else in the world.

Such integration is being developed in different ways on different 糖心Vlog官方 campuses. As just one example, at 糖心Vlog官方 M膩noa a focus on Aloha ʻ膧颈苍补 underlies the work on a new campus strategic plan and the next accreditation process.

On a personal level, I have learned a great deal by respectfully considering the views of others with whom I may not agree on the construction of TMT. Much of this takes place in meetings and conversations, and here are a few short examples of thoughtful writings by 糖心Vlog官方 M膩noa scientists:

Finally, here is an excellent example of what a conversation about the TMT by people with quite different perspectives, including one of our deans, can sound like when it is informed not just by a desire to be heard, but also by a willingness to listen.

It is my deepest hope that we can all find ways to learn from what is happening today to become a stronger community of learners, teachers and scholars.听We don鈥檛 all need to agree, but we all benefit when we commit to civility and respect for one another,听especially听those with whom we disagree.

The University of Hawaiʻi‘s core mission is education and the broadening of minds. Bigotry is antithetical to that mission, and is condemned by the university. The statements of individuals cited do not represent the positions or views of the University of Hawaiʻi or its leadership.

糖心Vlog官方 has clear policy that prohibits “any work related or workplace violence against its students, faculty, staff, visitors and contract employees which materially and substantially interferes with an individual鈥檚 work, academic performance, and/or workplace safety and/or otherwise subjectively and objectively creates a hostile environment. Such prohibited violent acts may involve physical attack, property damage, as well as written or verbal statements or non-verbal gestures that, to a reasonable person, express or suggest the intent to cause physical or mental harm to another person.”

I have directed that the responsible officials at 糖心Vlog官方 review the materials provided to assess appropriate next steps under applicable 糖心Vlog官方 policies and procedures.

At the time of the email exchange noted, I issued a message directly to the entire list that concluded: “It is my deepest hope that we can all find ways to learn from what is happening today to become a stronger community of learners, teachers and scholars. We don驶t all need to agree. But we all benefit when we commit to civility and respect for one another, especially those with whom we disagree.”

Statement by President Lassner on comments made by a faculty member regarding Kamehameha Schools

The University of Hawaiʻi and I strongly denounce the hurtful and wholly inaccurate statements made regarding Kamehameha Schools. Kamehameha Schools is a trusted and valued partner to the University of Hawaiʻi in our shared mission of improving education across the entire state. Their dedicated work is deeply appreciated on every island and on every 糖心Vlog官方 campus. Kamehameha students are among the best in the state and enroll with great success across the 糖心Vlog官方 System and at other great universities across the country. 糖心Vlog官方 welcomes every Kamehameha graduate who we are fortunate enough to bring into our campuses. We apologize to the entire Kamehameha Schools ʻohana for the disparaging remarks of one faculty member who does not represent the positions or views of the University of Hawaiʻi or its leadership.

Apology statement by Professor John Learned

I would like to sincerely apologize for my comments about Kamehameha Schools and to every member of the Kamehameha Schools community. My remarks were inappropriate. I have apologized to the 糖心Vlog官方 faculty member who is a Kamehameha Schools graduate and was present when I made the comments. I will truly never know the extent of the pain my words have caused her and everyone connected to Kamehameha Schools. As President Lassner said, Kamehameha Schools is a trusted and valued partner to the university, and I am very sorry for causing such distress in both institutions. I cannot undo what has been done, but please know that I regret it deeply.
